The Project Controls Manager (PCM) is the technical authority for project controls, embedded within and supporting the delivery of the Mini Terminal automation project, operating within EGA portfolio standards and under the functional oversight of the Portfolio PMO.
This role exists to ensure the project is planned, forecast, and governed with accuracy, realism, and discipline — enabling the Project Director and other Technical Leads to make confident delivery decisions.
This is not a generic PMO role. It is a hands-on and specialist project controls role, accountable for all areas of project controls including, but not limited to the integrated project schedule, cost, risk, scope, performance reporting, and change control.
Reporting to the Project Director and with support from the Portfolio PMO, you will lead a Project Controls workstream and provide functional integration with Contract Management, Procurement and Corporate Controlling departments, ensuring contract strategy, risk and performance are fully reflected in project controls.
In practice, this means you will:
* Act as the primary delivery intelligence partner to the Project Director, proactively surfacing risks and decision options across schedule, cost, risk and contracts.
* Own and maintain the integrated project schedule, ensuring correct logic, dependencies, critical path integrity, baselines, performance monitoring (SPI & CPI), managing inputs from the workstreams and realistic forecasting.
* Lead project risk and opportunity management, including identification, quantification, mitigation planning, and integration into schedule and cost forecasts.
* Control project cost and performance, producing reliable forecasts, progress assessments, and variance analysis aligned to delivery reality.
* Manage scope, requirements, and change control, ensuring scope integrity and disciplined decision-making on change.
* Produce clear, factual project performance reporting that supports confident decisions by the Project Director and technical leadership.
* Drive Project Contract Strategy and work closely with Procurement to align schedules, risks, and cost exposure with contract strategy, supplier selection and performance.
* Collaborate with Corporate Controlling, ensuring alignment between project controls data and financial reporting without losing delivery realism.
* Apply portfolio standards and ways of working, with functional support from the Portfolio PMO, contributing to consistency across projects.
* Build and lead project controls capability, initially producing outputs yourself and later developing your Project Controls Specialist(s).
Hard Skills & Experience
* 7+ years’ experience in project controls on large, complex capital projects (automation, infrastructure, heavy engineering, ports, terminals or logistics preferred) with experience of having delivered at least 3 projects in this reference type, leadership experience is also preferred, but not essential.
* Experience on projects with total installed cost values of €50M or greater is strongly preferred.
* Proven experience of accountability for integrated project scheduling, including baseline development, logic, and critical path management.
* Deep expertise across core project controls disciplines: cost control and forecasting, risk and opportunity management, progress measurement, and performance reporting.
* Strong experience operating scope, requirements, and change control within structured governance environments.
* Demonstrated ability to produce high-quality controls outputs personally, not only manage or review others’ work.
* Experience working closely with Procurement, Contract Management, and Finance / Controlling to align delivery reality with commercial and financial governance.
* Practical understanding of lean performance approaches, including leading indicators, visual management, continuous improvement, and structured problem solving (e.g. 5 Whys).
* Experience operating within standardised project controls systems and data models across multi-project environments.
* Confident communicator with senior project and key internal stakeholders.
* Relevant professional certifications (e.g. PMI, APM, Lean Six Sigma) is highly valued but not essential.
