Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Army & Air Force Exchange Service (AAFES)-Europe within Germany

and

EXTERNAL Local National Applicants, who reside in Germany.


Hauptaufgaben

The major duties center on providing expert safety and occupational health oversight for a large, multinational medical organization operating across Germany, Belgium, and Italy. The specialist serves as the primary advisor on safety, biosafety, and environmental care matters to the medical center's leadership and ensures that all facilities comply with United States and host‑nation safety laws. This includes interpreting new legislation, recommending policy changes, and developing organization‑wide procedures that support safe operations in clinical care, laboratories, transportation, hazardous materials handling, food services, and other support functions. A significant portion of the role involves creating and delivering technical safety training, developing educational materials, and promoting safety awareness throughout the organization.

Another major responsibility is monitoring and enforcing compliance with safety, biosafety, and environmental care programs across all subordinate clinics and operational units. The specialist assists in assigning program responsibilities, evaluates accident trends, reviews hazardous materials practices, and ensures proper enrollment in medical surveillance programs. They conduct comprehensive inspections across all facilities, assess compliance with regulatory standards, and recommend modifications to equipment, work processes, and protective measures to reduce risks. The role also includes evaluating construction plans and ongoing projects to identify hazards, ensuring safe building practices, and halting work when unsafe conditions are identified.

The position further involves managing systems that track injuries, illnesses, and hazardous conditions, using this data to guide corrective actions and program improvements. The specialist advises leadership on safety and biosafety matters, integrates safety requirements into operational procedures, and contributes to organization‑wide training initiatives. They also represent the medical center at national and international conferences and collaborate with experts in fields such as industrial hygiene, environmental engineering, radiation protection, and fire prevention to resolve complex hazards and develop effective safety guidance.

Qualifikationsanforderungen

C-6A:

BASIC REQUIREMENT: Incumbent of the position must be certified as a safety professional in accordance with paragraph 7 of the Arbeitssicherheitsgesetz (AsiG) PLUS the below listed minimum education and experience requirements. Incumbent of the position must be able to complete regular, mandatory training as directed.

E&T Level I and II: not applicable for this occupational series

E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross- und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or in a related technical trade, or similar occupation, PLUS 3 years of job related experience as defined below.

E&T Level III B and C: 3 years of job related experience as defined below.

E&T Level IV: 1 year of job related experience as defined below.

E&T Level V in any field: No additional experience required.

C-7:

Or graduation from a Fachhochschule or Universität as a Safety Engineer (Diplomsicherheitsingenieur) or graduation in another job related technical area with no additional experience requirement.

Job Related Experience: Experience gained in a professional, technical or supervisory position requiring knowledge, application, and enforcement of the principles and techniques of accident prevention, accident investigation, industrial engineering, fire prevention, and inspection of workplaces and activities. The experience must have provided knowledge of safety and occupational health principles, especially in facility safety, practices, procedures and standards applicable to a range of administrative duties.

Auswahlkriterien auswählen

*English AND German Language Proficiency Level C2 required.

Beschäftigungsbedingungen

This is a permanent full-time position (38.5 hours/ week).
* Position may be filled at the C-6A or at the full performance level, C-07. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor
* Relocation expenses are not authorized
* Employee must be able to operate a US Government Vehicle for travel (Driver's license Class B required)
* Temporary duty travel (TDY) required
* Experience with the use of common software and computer systems, carrying out routine office work (= Office Automation) is required

THIS CONCERNS ALL EXTERNAL APPLICANTS:

* Generally, you must have been a resident in Germany for at least 12 months. Non-US citizen family members and German citizens are exempt from this requirement.
* Your permanent residence must be within Germany.
* Police Good Conduct Certificate (Polizeiliches Führungszeugnis): On initial appointment, or re-appointment after a break in service, candidates who have been selected for a position must present a police good-conduct certificate prior to appointment to the position. The applicant must obtain the certificate from the local resident registration office. The cost for the certificate is not reimbursable. Non-U.S. citizen family members, except German citizens are exempt from this requirement.
* Upon appointment with the U.S. Forces it is required to present two valid picture identifications to get access to the computer systems. Recognized documents are only: Personal ID (Personalausweis), Personal Travel Identification (Reisepass) and the European Union (EU) Driver's License (plastic card format). We recommend ensuring at the time of application that at least two of these documents are available or requested.
* Foreign National Screening (Sicherheitsüberprüfung): In accordance with U.S. Army Europe Regulation 604-1, within three days after appointment, a background check will be initiated to determine suitability for continued employment with the U. S. Forces in Germany. If results are unacceptable, employment will be terminated during the probationary period, or any time thereafter, if the background checks reveal that the employee constitutes a security risk.
