The primary purpose of a Supervisory General Engineer, NH-0801-04, is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees. The position is responsible for multidisciplinary engineering assignments concerning USAFE point of entry for all AFCEC Design and Construction services. Responsibilities -Plan, organize, and direct the activities of the organization, ensuring that engineering work complies with legal and regulatory requirements and meets customer needs. -Exercise supervisory personnel management responsibilities. -Represent the organization with a variety of installation and functional area organizations. -Perform multidisciplinary professional engineering work involved in the application of advanced theories, concepts, principles and processes. Requirements Conditions of Employment Qualifications Ideal Candidate: Possess all minimally qualified attributes and also demonstrate a higher level of leadership, technical mastery, and program management experience. This includes: Possession of a current professional credentials as either a Professional Engineer (P.E.) or Registered Architect from a U.S. state or territory. Extensive experience supervising a multidisciplinary team of engineers, including conducting formal performance appraisals, managing employee development, and resolving complex personnel issues. Proven experience managing the full lifecycle of large, multi-million dollar design and construction programs including experience developing and staffing reprogramming packages, preferably within the DoD or other federal agencies. Demonstrated ability to act as a senior technical authority, providing strategic direction and innovative solutions to complex engineering challenges affecting major programs. Experience in high-level coordination and negotiation with organizations and with external architectural/engineering firms. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirement (IOR) for the GS-801, General Engineering Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-13, NH-03 or equivalent in other pay system. Examples of specialized experience includes Specialized experience is described as the ability to manage engineering functions in mechanical, electrical, civil, environmental, energy or architecture disciplines; knowledge in engineering planning and programming; and/or knowledge of engineering software applications. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization. 5. Ability to research, evaluate, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.
