In order to strategically shape this change, we are looking for a committed individual who can take on management responsibility, contribute innovative ideas and help shape the digital development of the city.
In our department 10/41, dedicated colleagues work on the city administration's digital strategy, ICT portfolio management, innovative solutions and the financial management of the city's information and communication technology. As the new head of department, you will lead this dynamic team and actively shape the digital transformation of the administration - in close cooperation with specialist departments, political committees and our service providers.
Your Tasks, Among Others
As Head of Strategy, Finance and Portfolio Management, you will lead a team of currently eight employees. You will manage, support and encourage employees and ensure a motivating working atmosphere.
Together, you will be responsible for updating and implementing the city's digital strategy in close coordination with other departments, the Department of Human Resources, Organization, Digitalization and Citizen Services and political bodies. You will always keep an eye on new technologies and digital trends, evaluate their benefits for the administration and initiate ICT solutions relevant to the city as a whole - for example on topics such as SAP, Microsoft 365 or cloud services.
Another focus of your work will be on setting up and developing the city's ICT architecture and designing a holistic data management system.
You will take on the strategic management and controlling of the ICT budget, be responsible for the planning, maintenance and communication of the city's ICT portfolio and represent the department on relevant committees. You will also be responsible for managing external service providers - in particular ITK-Rheinland - as well as the quality assurance of contractual services (SLAs).
In addition, you are the central point of contact for the department and office management as well as the responsible department in strategic and financial ICT issues. You will be in close contact with other departments, coordinate topics and content and represent the interests of the specialist area and the department both internally and externally.
You develop marketing measures to make the department's services visible, promote internal and external communication and ensure transparency by submitting technical decision papers and responding to political inquiries.
Your Qualifications
* Master's degree in computer science, business informatics, IT management, business administration, economics, business administration or a comparable field of study
* Civil servants who meet the entry requirements for career group 2, second entry level (2.2) of the general administrative service as well as the non-technical or technical service of special specialization and tariff employees with comparable qualifications
* Employees of the general administrative service or of the non-technical and technical service of special specialization who are admitted to professional development through modular qualification or master's studies as a prerequisite for the award of an office of category 2.2 or for classification from EG 13 TVöD.
It Is Also Aimed At
* Employees with a bachelor's degree in administrative sciences or a bachelor's degree in the relevant subject area or a comparable qualification and one year of relevant professional experience, at least in pay group EG 11 TVöD or comparable
* Civil servants in the relevant subject area who hold at least one post in grade A 11 LBesO and who have been permanently assigned duties in at least grade A 12 LBesO for one year
* Employees with four years of relevant professional experience, at least in pay group EG 9b TVöD or comparable and admission to a suitable Master's degree program
* Civil servants in the corresponding specialization of career group 2.1 who have completed at least one year of service in accordance with Section 10 LVO
This group of people must be prepared to complete a modular qualification or a Master's degree as a prerequisite for the award of a position in career group 2.2 or for classification in EG 14. The recruitment procedure is also the admission procedure for professional development.
Your Profile Beyond Professional Qualifications
We require relevant professional experience in the ICT environment - ideally in the public sector - as well as sound knowledge of strategic IT management, budget planning and portfolio management.
In addition to your technical expertise, you will impress with your leadership skills, strong negotiating skills and a keen sense of internal administrative and political contexts. You have the ability to present complex issues to the right audience, make viable decisions even under pressure and moderate different interests.
According to the job characteristics of the pay scale, the personal prerequisite for classification from EG 13 is a completed academic degree (Master's degree, university diploma) or a comparable qualification. In individual cases, it may therefore only be possible to be placed in the lower pay group.

You will be employed on a permanent basis under the terms of the collective agreement for the public sector (TVöD). If the requirements under career law are met, recruitment as a civil servant is possible.
