Hauptaufgaben Serves as Transportation Assistant performing the following transportation support work involving personal property: (a) considers and resolves a wide range of interrelated or nonstandard problems dealing with such matters as the desires of the owners, quantity and types of property involved, extent of entitlements available, what to ship or store, special packing, expeditious mode, official duty items, pickup and delivery dates, consignees, destinations, temporary or non-temporary storage entitlements, duty station restrictions, privately owned vehicle requirements, excess costs, discharge/retirement options, authorized or prohibited carrier/contractor services, mode of shipment determinations, Do-It-Yourself (DITY) services, services rendered and violations incurred, compensation claims and the myriad of documents, forms, regulations and directories involved and (b) may interviews, advises and assists all Department of Defense personnel of all ranks/grade, type of orders and shipment/storage entitlements, needs and services and their family members concerning personal property. (c) Performs required on-the-spot Quality Control Inspections in accordance with the Total Quality Assurance Program (TQAP) standards. (d) As requested performs Department of Agriculture inspections and customs clearance for outbound shipments. (e) Perform witnessed re-weight of shipments as required. The incumbent must exercise tact and diplomacy while performing the duties of this position. Counsels and/or assists military members and civilians regarding shipment and/or storage of personal property. From travel orders, determines authorized shipments in accordance with current regulations. Provides advice and information to service personnel, DOD civilian personnel and family members regarding weight authorizations, unaccompanied baggage allowances, shipping privately owned vehicles, mobile homes, weapons and special items requiring insurance coverage. Advises member of any overseas area weight or shipping restrictions. Inform members of items not authorized for shipment at Government expense or items prohibited in certain countries. Determines applicable methods and procedures for both domestic and overseas shipments by ascertaining origin and destination of shipment. Selects mode of shipment considering current consignment instructions and directories, size, service and economy. Applies specific rate tariffs, based on combination and mode of shipment to arrive at the cost, and advises member so travel plans may be finalized. Determines the authority for storage at Government expense. Provides information and assistance regarding procedures and regulations for submitting claims or reimbursement. Determines the methods and procedures applicable had property been shipped at Government expense and completes necessary documents, including a cost statement of reimbursement. Counsels and/or assist on Do-It-Yourself (DITY) moves and processes the DITY documents. Estimates and/or computes actual excess charges on personal property shipments. Collects excess cost if applicable and forwards proper documentation to appropriate Finance and Accounting Office. Conduct briefings for service members on matters concerning travel authorizations and personal properties within CONUS and overseas. May be required to drive an administrative vehicle to briefing site. Checks all orders for proper funding, weight allowances or other special instructions. Receives inquiries, visitors and telephone calls. Incumbent uses computer terminal and functional knowledge of DPS (Defense Personal Property System) using necessary menus/screens to enter, revise and retrieve data. Performs other duties as assigned.
