Hauptaufgaben
- Contract Administration: Monitors and administers all utilities supply and service contracts and agreements. Manages the purchase, sale and exchange of water, electricity, natural gas, district heat and contracts for disposal of sewage and refuse, recycling, food waste collection and disposal, chimney sweeping, rental of toilet and shower containers, rental and service of portable latrines, cleaning of wash racks, waste oil removal, cleaning of POL separators, cleaning of grease separators, tank cleaning contracts, Analysis of sludge, waste water and water, maintenance and repair of car wash facilities, TUEV inspections, maintenance and repair of safety barriers, TUEV inspections, maintenance and repair of brake test machines, TUEV inspections, maintenance and repair of vehicle lifts, TUEV inspections, maintenance and repair of cranes, lifts and doors, TUEV inspections, maintenance and repair of gas stations, TUEV inspections, maintenance and repair of boiler and heating systems, TUEV inspections, maintenance and repair of USTs, maintenance and repair of UPS systems, maintenance and repair of emergency generators, maintenance and repair of leakage control systems and district heating lines, calibration of vehicle scales, FSE contract, etc. Administers and inspects contracts, letters of agreement, letter orders and agreements with leased housing property owners and memoranda of understanding within which utilities services are procured and administered.
- Voucher Certifying officer: Computes invoices for payments of water, sewage, electricity, steam, gas, refuse, chimney sweeping and heating fuel, due dates, interest penalties charges, discount and pecuniary liability. Ensures the propriety of the vouchers, legality of the disbursements, correctness of computations, and accuracy of facts stated on vouchers and supporting documents. AR 210-10, AR 37-107, Accounts Payable, AR 37-103, Disbursing Message 89-1, 31 US Code 1517, and Prompt Payment Act must be strictly complied with before any vouchers are certified for payment. Is responsible for annual transactions processed and forwarded to finance office for payments. Ensures that payment is not duplicate payment, and that original invoice is used to support the payment. Ensures that the files containing the acceptance documents are maintained for 6 years. Is subject to spot checks by US Army Audit Agency (USAAA) on paid vouchers to ensure that payments are legal and administratively correct and IAW published AR's and guidance.
- Utilities Procurement Control: Reviews and analyses utilities service contracts and agreements, considering frequent changes in the amount, location, technical requirements of utilities users, and fluctuations in prices, delivery conditions, quantities needed, etc. Cooperates closely with supported Army and Non-Army organizations, and with suppliers such as the German City Administration, various firms, and with owners of leased housing to determine the kind and volume of utilities serviced needed, and to obtain detailed information, rates and conditions most favorable to the US Army. Prepares and obtains charts and maps of user locations, new equipment installed (e.g., additional machinery, transformers, etc.), changes of base data of power required, changed rates and conditions for services and other information required for re-negotiations of existing contracts. Reviews load characteristics of transformer stations such as KW maximum demands and power factors to assure or restore the economic supply of electric energy. Calculates and formulates specific recommendations for exchange of transformers to correct power factors.
- Determines type and scope of utilities services required by new units moving into the area. Pre-negotiates with local companies and authorities service rates and conditions. Compiles and forwards to the Contracting Agency the complete procurement package and own substantiated recommendations for new contracts and modification of existing contracts.
- Program funds for newly concluded or changed utilities service contracts. Prepares guidelines and directives for activities supported by the DPW to assure uniform and efficient execution of, and compliance with current utilities services programs. Assists in the development and implementation of programs for the conservation of utilities. Assures adequate control over the consumption of utilities and directs the preparation of Technical Data Report, Conservation Report, DEIS II, quarterly budget estimates, fiscal year budget requirements and other periodical and/or special reports for submission to higher headquarters.
Performs other duties as assigned.

C-6a:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
E&T Level III: 3 years of creditable experience as defined in B below.
E&T Level IV: 2 years of creditable experience as defined in B below.
E&T Level V: 1 year of creditable experience as defined in B below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Applicants must be in possession of a German driver's license class B.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C2 required.

• The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).
