Hauptaufgaben Incumbent is responsible for utilities procurement, from inception of service requirement to consummation of contract with supplier, modification and termination of both utilities procurement and sales contracts. As a contract specialist, the incumbent is responsible for application of negotiated contract prices, price adjustment formulas, terms and conditions with the supplier; e.g. water, electricity, gas, sewage, district heat, refuse and recycling etc. which include utility service contracts, connection utilization contracts, and letter type agreements. Establishes and administers all utilities supply and service contracts and agreements. Manages contract oversight for the purchase, sale and exchange of water, electricity, natural gas, district heat and contracts for disposal of sewage and refuse, recycling, chimney sweeping, and heating fuel tank cleaning. Continuously reviews and analyses all existing contracts, notes deficiencies such as but not limited to competitive price markets and/or rate structures and recommends/executes contractual modifications in collaboration with IMCOM-E and RCO. Insures correctness of charges, converts figures on invoices to US currency and listed performance data to US measurements for compilation in several technical reports for higher headquarters. Verifies listings invoices, mathematical correctness of contractor chargers, and pays special attention to deductions warranted, due to presence of sub-consumers. Assures valid consumption rates, heat rate structures, competitive industrial water rates, schedules and letter-types agreements as accepted by regional contractors and higher authorities. In cases of discrepancies, contacts utilities suppliers by phone or by letters and, when necessary, arranges meetings with all representatives concerned to obtain clarification of questionable matters on invoices. Includes additional duty as the Billing Official (BO) assistant with GFebs access and knowledge. This includes requesting funds,, followed by performance and invoice acceptance and payment of the contractor using computer based systems. Participates as utilities rates expert in contractual negotiations supporting the RCOs and furnishes advice with respect to optimal rates for services required. Prepares procurement packages including technical and other supporting documentation for contracts, contract modifications and Letter Orders (Agreements) requiring Utility Procurement approval, ensuring that service requirements are satisfied, rates to be charged are optimal and service conditions are adequately defined. Interfaces and performs liaison with representatives of the Host Nation authorities at Federal, State, local and municipal levels, IMCOM-E, and Garrison to accomplish communications and coordination necessary. Participates in establishing co-use agreements and vales contracts for provision of utilities services to Host Nation, NATO, and USAG Rheinland-Pfalz. Responsible to ensure all utility contracts are updated and include the most competitive pricing and utility rates. Manages Power Procurement action with technical staff of IMCOM-E Utilities Procurement Branch (UPB) and the 409th Regional Contracting Office (RCO) Kaiserslautern a well as the Theater Contracting Center (TCC) to insure sufficiency of contractual agreements. Assignment and functions include negotiations with the contractor. In coordination with the contracting officers, negotiates district heat, water, sewage, gas, and electric supply as well as gas and electric network connection contracts and connection utilization contracts. Utilizes basic established Army and USAREUR regulations, directives and guidelines, Utility Procurement directives, management procedures, policies and objectives to assure uniform and efficient results and to provide guidance to Chief, Utilities Branch and senior leadership. In addition, the incumbent must know utilities procurement regulations, technical specifications, structure of energy rates, and applicable standards and practices related to utilities matters. Position requires comprehensive knowledge and understanding of IMCOM-E and RCO best practices and procedures. Additional responsibility to include interface with regional/state authorities within the Host-Nation area of responsibility (AOR) for all matters pertaining to public utilities. Reviews final utility contracts in detail for requirements, rates, funds and conditions to insure the needs and best interests of the Government. Reviews AFH and OMA projects for privatized and non-privatized utilities requirements as well as privatization invoices in applying the negotiated price adjustment formulas for operation and maintenance services. Develops supporting data on past experience to be included in the contract specifications furnished to Regional Contracting Office Kaiserslautern for consideration in contract offers. Initiates necessary contractual action for modification of existing and preparation of new contracts by preparing the complete procurement package. Provides guidance to Chief, Utilities Branch and senior leadership. Coordinates, interfaces and performs liaison with representatives of the Host Nation authorities at Federal, State, local and municipal levels, IMCOM-E Real Estate Field Office (REFo), IMCOM-Europe, Utilities Procurement Branch to accomplish communications and coordination necessary. Responsible for obtaining USAG Rheinland-Pfalz Utility invoicing through Army Community Mail Room (CMR). Reviews, scans and translates for Resource Management Office (RMO) oversight and funding. Runs annual and quarterly utility reports in support of input for the Army Energy Water Reporting System (AEWRS). Performs other duties as assigned.
