Hauptaufgaben

The Purchasing Agent serves in the Medical Material Branch, supporting procurement and contract administration for medical commodities, equipment, services, rentals, and maintenance agreements with local and stateside vendors. The role ensures compliance with contractual requirements, reviews purchase requests for accuracy, and verifies that specifications are properly included in submissions to contracting agencies.

Key responsibilities include preparing receiving documents, coordinating with the 7th MEDCOM Finance and Accounting Office to resolve payment discrepancies, and monitoring monetary ceilings for delivery orders and annual maintenance contracts. The agent assists in preparing administrative reports and acts as a central point of contact to clarify specifications, resolve ambiguities, and address contractual issues.

This position requires strong attention to detail to ensure requirements are clearly stated, contracts are procedurally correct, and all stakeholders understand obligations to meet government needs. Additional duties may be assigned to support the mission of the facility.

Qualifikationsanforderungen

C-5:

E&T Level I: 4 years of job-related experience as defined below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation, must have 2 years of creditable experience that included simple clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

E&T Level II: 3 years of job-related experience as defined below.

E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Groß- und Einzelhandel oder in steuer- und wirtschaftberatenden Berufen, Rechtsanwaltkanzleien, oder Banken, or similar occupation; PLUS 2 years of job-related experience ad defined below.

E&T Level III B and C: 2 years of job related experience as defined below.

E&T Level IV A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Groß- und Einzelhandel oder in steuer- und wirtschaftberatenden Berufen, Rechtsanwaltkanzleien, oder Banken, or similar occupation; PLUS 1 year of job related experience as defined below.

E&T Level IV B, C, and D: PLUS 1 year of job related experience as defined below.

E&T Level V: The major study must be in a related academic field to the position e.g., Betriebs- oder Volkswirtschaft, Wirtschafts-, Sozial-, oder Volkswissenschaft, oder Bilanzbuchhalter or other area that relates to the position; no additional experience required.

Job Related Experience: Any work experience that could have been gained in occupational areas such as sales, retail, purchasing, or budget, at an appropriate level of responsibility to the grade of the position to be filled. One year of the total specialized experience must have been gained at the same, equivalent or one level below the grade of the position to be filled. The experience must show progression and the ability to handle increased responsibility.

Auswahlkriterien auswählen

English AND German Language Proficiency Level C1 required.

C1 = Understand a wide range of longer and more demanding texts or conversations. Express ideas without too much searching. Effectively use the language for social, academic, or professional situations. Create well-structured and detailed texts on complex topics.

Beschäftigungsbedingungen

This is a permanent full-time position (38.5 hours/ week).
* Relocation expenses are not authorized

* Experience with the use of common software and computer systems, carrying out routine office work (= Office Automation) is required
* Situational telework possible.
* Knowledge of Basic Medical Terminology desired.
* Knowledge of Medical Terminology desired.
* It is highly recommended that all employees who provide work in military treatment facilities in Germany be immunized against seasonal influenza infection each year or as often as recommended. The immunization will be provided at no cost to the employee.

THIS CONCERNS ALL EXTERNAL APPLICANTS:

* Generally, you must have been a resident in Germany for at least 12 months. Non-US citizen family members and German citizens are exempt from this requirement.
* Your permanent residence must be within Germany.
* Police Good Conduct Certificate (Polizeiliches Führungszeugnis): On initial appointment, or re-appointment after a break in service, candidates who have been selected for a position must present a police good-conduct certificate prior to appointment to the position. The applicant must obtain the certificate from the local resident registration office. The cost for the certificate is not reimbursable. Non-U.S. citizen family members, except German citizens are exempt from this requirement.
* Upon appointment with the U.S. Forces it is required to present two valid picture identifications to get access to the computer systems. Recognized documents are only: Personal ID (Personalausweis), Personal Travel Identification (Reisepass) and the European Union (EU) Driver's License (plastic card format). We recommend ensuring at the time of application that at least two of these documents are available or requested.
* Foreign National Screening (Sicherheitsüberprüfung): In accordance with U.S. Army Europe Regulation 604-1, within three days after appointment, a background check will be initiated to determine suitability for continued employment with the U. S. Forces in Germany. If results are unacceptable, employment will be terminated during the probationary period, or any time thereafter, if the background checks reveal that the employee constitutes a security risk.
