Hauptaufgaben

Acts as authority having jurisdiction to ensure a safe environment in facilities and for operations. Independently schedules, coordinates and performs cyclic and/or special fire risk management surveys of buildings, structures, troop billets, living quarters, schools, places of public assembly, maintenance shops, warehouses- hangers, ammunition storage areas and other hazardous areas and community facilities, based on legal requirements and inspection frequencies determined by the Fire Chief. Usually a geographic AOR or certain units are assigned to each inspector, where the inspector serves as primary interface in all matters of fire prevention and protection for assigned tenants. Identifies violations of legal requirements, fire regulations, fire prevention measures, and for conditions contributing to fire hazards in order to institute corrective measures caused by operations or facility modifications as well as changes in occupancy. Assesses the risk of each violation and develops corrective action plans, usually providing different options for tenant and facility engineer to achieve compliance. Has the authority to stop unsafe operations immediately. Prepares fire risk management survey reports showing deficiencies noted, justifying the code violation and risk associated and determines corrective actions to be taken; ranging from informal advices to immediate stop of operation based on risk of shortfall identified. Initiates corrective actions to achieve code compliance, which are the responsibility of DPW under the established repair and maintenance program providing detailed identification of the violation including justification of regulatory requirement (law, code or standard), risk associated and different corrective actions available. Assigns risk assessment codes (RAC) IAW AR 385-10 to every violation and forwards RAC 1 to 3 shortfalls to be included in the installation's hazard abatement program for follow up. Performs follow up inspections as needed to document corrective actions are implemented.

Maintains comprehensive file system for each facility or unit assigned, to include all required information relative to a facility, open issues, copies of fire risk management surveys etc. controls building manager program for facilities assigned to ensure an individual is appointed for each facility and implements corrective actions assigned by the fire inspector. Coordinates with higher level authorities, if no individual is assigned, not taking action and/or not providing written reports documenting corrective action. Assistant Chief Fire Prevention or Fire Chief resolves major disagreements. Tracks corrective action of shortfalls/violations. Maintains (if duty assigned) a comprehensive database of all open violations and schedules. Reviews codes and standards for new/revised inspection requirements and analyzes fire statistics to improve effectiveness of fire prevention program assigned. Based on this legal review and root cause analysis. Recommends to Fire Chief a comprehensive corrective action concept to include revised inspection frequencies, coordination with facility engineer and tenants as well as public awareness campaigns. Fire Stations are regularly briefed on identified shortfalls to have countermeasures included in response plans.

Plans Review. Reviews designs for construction projects and approves for code compliance areas to ensure maximum life and fire safety with minimum cost to the US Government. Reviews designs, identifies U.S. and host nation requirements for code compliance and suggests different possible engineering solutions to the planners. Provides detailed justification for the different solutions proposed including advantages and disadvantages to the user. Identifying requirements is complicated by the fact that U.S. and German requirements need to be met and occasionally interfere. Reviews technical solutions proposed by engineers for adequacy and may require additional documentation. Formally approves design for code compliance as AHJ on behalf of the Fire Chief, when all requirements are met. Major problems are referred to the Fire Chief including a detailed discussion about the different potential solutions, associated advantages and disadvantages of different courses of action proposed. Monitors contractor operation periodically, to ensure fire safe operations and issues hot work permits for welding and cutting operations, to include determining required interim life safety measures for those operations, such as number of fire extinguishers required, if fire department standby is needed etc. Deactivates fire alarm systems, if needed for contractor operations, based on permit issued. Participates in final acceptance of construction projects, testing facility fire protection systems. Identifies as subject matter expert corrective actions and approves use of the facility, if all requirements are met.

Develops plans and provides various training classes for entire installation population, tailored to the needs of different audiences (i.e. Military personnel, LN's, DPW personnel, child care providers, and other tenants as well as children). Develops theoretical and practical fire prevention classes to include fire extinguisher classes, identifying required in-house and outside resources tailored to different target groups. Schedules and coordinates independently providing classes based on customer requests or command initiatives. Reviews those classes regularly for adequacy. Based on fire statistics, lessons learned during inspections and other indicators, develop and suggests to the Assistant Chief Fire Prevention or Fire Chief additional initiatives. If approved by the fire Chief plans and develops ICW other fire inspectors detailed action plan to include developing training material, budgeting for support material such as handouts etc and coordination with all other outside agencies to implement program. Instructions are held in English as well as in German language depending on composition of class members. Perform flow tests of water supply systems when requested, calculate fire flow and prepare fire flow charts, as well as test of fire suppression systems and test of fire alarm and detection systems to validate adequacy of system and performed preventive maintenance. May be required to respond to fires and other emergencies during regular work hours. At garrisons without Army Fire Stations, is the first responder, evaluates situation, handles minor POL spills independently and coordinates with host nation authorities. Is subject to recall for major incidents to augment fire fighting crews. May be required to fill in as fire fighter for several hours or an entire shift to maintain minimum staffing, when insufficient number of fire fighters is available. Is subject to on call duty to perform technical fire investigations, determining the technical cause of a fire and document those findings in a detailed report. In the absence of Fire Chief, may be required to perform duties as acting Fire Chief, if no Assistant Fire Chief is assigned to the department. May be required to fill in for Fire Chief, Assistant Fire Chief at various meetings and represent the Fire Department's interests based on guidance provided by the Fire Chief. Assists or prepares completed reports involving special projects as assigned by the supervisor. This includes but is not limited to code research about specific requirements, developing an implementation plan for the specific department including equipment, training and documentation requirements, performing applicable market research and initiating contracts. May be required to serve as Contracting Officer Representative (COR) for specific contracts. Drafts specific standard operating procedures for and implementation guidelines related to those projects. Reviews, prepares and updates response plans and procedures, as assigned by the fire Chief. May be required to perform additional administrative duties such as time keeper, credit card holder, managing hand receipt etc. independently. May be assigned as department training officer, if no assistant chief fire prevention is authorized. In such case other major projects are usually not assigned.

Performs other duties as assigned.

C1-5A:

- Applicants for this position must have E&T Level I (completed lower secondary school / Hauptschulabschluss)
- Incumbent must a completed apprenticeship in a technical or business trade
- Possession of a valid host Nation Class B motor vehicle operator license.
- Ability to operate a Computer.
- Pass a medical evaluation as determined appropriate by US Army authorities.
- Complete and pass required medical examinations as determined appropriate by US Army authorities.

- Incumbent must possess and maintain host nation equivalent National Emergency Medical Technician (NEMT) certification.
- Must possess and maintain German certification as basic fire fighter (abgeschlossene Feuerwehrgrundausbildung, gem. FwDV2).
- Incumbent must be able to obtain and maintain a DoD certification as Fire Instructor I, Fire Inspector I & II, and DOD HAZMAT awareness, Host Nation radio communicator training (Ausbildung zum Sprechfunker gem. FwDV2).
- Based on local situation may be required to obtain and maintain SCBA certification (Ausbildung zum Atemschutzgeratetrager gem. FwDV 2).

- Employee may be required to successfully complete additional classes, required by changed Host Nation or DoD regulations and laws to continue performing assigned tasks. This may also include certification classes to maintain and operate new acquired equipment.

- Complete and pass required medical examinations as determined appropriate by US Army authorities.

- Based on local situation (if required to backfill as fire fighter) may be subject to periodic (e.g. annual) medical examinations following appointment to determine fitness for continued performance of assigned the duties. of the position. Employee is required to participate in a physical fitness program as described by DOD standards. Heavy physical effort is required in the frequent handling of objects such as cylinders and extinguishers weighing 45 lbs or more. Employee may be required to lift/carry personnel in emergency situations. Duties require full use of both arms, both legs, and fingers to bend, turn, pull, crawl, kneel, and climb for such tasks as use of aerial ladders, firefighting equipment controls, arranging/connecting hoses, rappelling, operation of fire truck and all types of rescue operations, etc. During rescue operations, incumbent may come into contact with human blood or other potential infectious materials which may result in possible exposure to blood borne pathogens. Employee must remain clean-shaven to insure integrity of mask fit for breathing apparatus.

- Incumbent is responsible for the proper handling of specific hazardous wastes generated by the unit, activity or facility; operation of a hazardous waste generation point, and assisting in emergency action involving hazardous waste. Assigned work may include collecting, storing, moving, labeling (including dating), segregating, preparing turn-in documents on, and maintaining records on hazardous wastes. Incumbent is required to complete recurring renewal training.

- Successfully complete the prescribed in-house US Army fire firefighting training during the first 24 months of appointment and successfully complete recurring renewal training as well as training to operate newly acquired equipment and specialized training to keep all required certifications up-to-date and valid.


Experience Requirements:
Creditable experience must be directly related work experience in the same area of specialization to the position to be filled. The experience could have been gained in the actual performance of duties such as: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detecting, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous material incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. However, the below stated amount of experience must be directly and specifically related to the position to be filled.

Substitution of the above experience requirements with higher level formal education is not permissible.


LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C2 required.
