Sachbearbeiter/in (Liegenschaftsverwaltung) Wiesbaden, Germany Ausschreibungsbereich WHO MAY APPLY: Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany Hauptaufgaben Serves as a Realty Specialist in the Master Planning Division, Directorate of Public Works (DPW), United States Army Garrison Wiesbaden, responsible for managing and assigning all U.S. Army Real Property for USAG-Wiesbaden. Applies a wide range of real estate principles, concepts and practices in managing federally controlled and owned real property. Plans, prioritizes and schedules workload. Interprets policies and procedures applicable to assignment and management of space and facilities. Closely works with the RPAO who provides technical guidance and assistance on unusually complex assignments. Develops and maintains space utilization plans (current and long range) for all assigned installations. Inventories and identifies, by category, various types of space. Working with the Installation Master Planners, maintains currency of plans to include changes of facilities status consistent with Real Property Master Plan(s). Assists in scheduling and running the Garrison Real Property Planning Board (RPPB), and all reoccurring real property boards. Ensure availability of space plan(s) to appropriate tenants. Working with the Realty Property Accountable Officer, develops and implements the installation portion of the DA Facility Reduction Program. Identifies buildings for disposal and following DA guidelines, processes required paperwork for demolition to include extensive environmental and hazardous substances clearance procedures. Ensures properties are evaluated for historic value prior to demolition. Coordinates utility disconnections, hazardous material removal and other actions required for a safe and timely demolition. Relocates tenants as necessary. Reviews, and analyzes, requests for space in a wide variety of general and specialized facilities. Reviews specifications for adherence to specified space requirements. Provides assistance and advice to requesting tenants concerning such requirements as specifications, special equipment, and expanded or reduced space. Assigns or terminates space and facilities consistent with established requirements of organizational and installation efficiency, and consistent with available facilities and funds. Assures key control for all real property, and initiates statements of charge or reports of survey for lost keys or damaged real property. Conducts extensive inventories, utilization surveys and compliance inspections of Army owned or controlled space on property involving multiple client users. Accomplishes major, controversial and complex space assignments and reassignment programs and projects concerning high image activities, or relocation and consolidation. Presents and defends Directorate of Public Works' assignment plans, and effects the completion thereof. Researches and evaluates organizations needs using such tools as functions, staffing, visibility, etc. Assigns leased space to organizations providing services to tenants that require unusual or special needs such as simulators, ordinance, chemical, medical, and aviation activities. Determines and implements the most effective solution to satisfy space facilities needs of all activities. Analyzes space request for changes to RPI, and adjusts RPI Records to account for changes in occupancy. Develops documentation used to request changes at the appropriate level, as dictated by Delegation of Authority memoranda. Conducts studies, inspections and surveys as required by Executive Orders and DA regulations, or upon requests thru the chain of command. Participates in local joint surveys with other activities to promote maximum and economic utilization of space. Conducts on-site inspections of facilities. Inspects building and office areas to evaluate suitability of occupancy, considering such factors as air circulation, lighting, location, and size. Determines validity of proposed assignments, relocation planning, alternatives, etc. Measures or directs employees engaged in measurement of facilities to determine whether minimum space restriction can be met. Validates facility utilization against RPI to avoid or correct errors within records. Reviews real estate contracts for compliance with government specifications and suitability for occupancy of requesting tenant. Works with the installation master planners in developing long and short range plans for installation buildings. Manages the Master Planning Division's Installation Status Report (ISR) and BUILDER databases, particularly for infrastructure and services. Chairs or attends conferences working-groups, meetings, and boards. Works directly with the Chief, Master Planning to develop and update pertaining regulations. Coordinates regulation with staff agencies and ensure its timely publication. Addresses and responds to master planning and real property Task Management Tool (TMT) taskers in a timely manner. Performs other duties as assigned. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below. E&T Level III: 4 years of creditable experience as defined in B below. E&T Level IV: 3 years of creditable experience as defined in B below. E&T Level V: 2 years of creditable experience as defined in B below. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc. Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years. * Office automation skills required. * Applicant must be in the possession of a valid driver's license class B and must be able to obtain/maintain a military motor vehicle operator's license. LANGUAGE PROFICIENCY LEVEL: English Language Proficiency Level C1 and German Language Proficiency Level C1 required.
