WHO MAY APPLY?

Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany

AND

EXTERNAL Local National Applicants, who reside in Germany.


Hauptaufgaben

Searches and processes German criminal and civil process documents, to include administrative and judicial files, related to US Forces personnel. Coordinates with commanders and staff to properly serve German administrative and judicial documents on US Forces personnel and independently develops and manages systems to track this service. Responsible for creating new procedures for service of these documents as laws and regulations change. Explains to recipients the contents and legal significance of the documents. Assists US Forces Personnel in dealing with foreign courts and authorities and ensures that NATO SOFA provisions are being observed. Coordinates service of German documents with high-level German prosecution and court officials and with senior commanders and staff officers within the US Forces. Answers telephonic and written inquiries related to the service of documents. Refers US Forces personnel to the Legal Assistance Division for in-depth German legal advice, as required. Maintains liaison with foreign courts and other agencies and effects necessary coordination with unit commanders and civilian misconduct authorities. Coordinates US prosecutors and high-level German prosecution and court officials to secure attendance of German witnesses at US courts martial, as required. Translates German judicial documents such as judgments, decisions, and other legal documents as well as related police reports. On own initiative, notes any deficiencies in case materials such as missing documents and conflicting statements. Advises supervisors, commanders and staff on the legal significance of the documents and novel legal issues related to the documents. Possesses a thorough working knowledge of the proper handling of official correspondence, command directives and local policy, as well as German law and procedure. Uses knowledge to evaluate the adequacy of German legal documents and to request additional documents, information or investigation, as needed. Assists Trial Observer by attending foreign court proceedings and determining and translating relevant parts of the court proceedings. Advises Trial Observer of nuances of German law and assists Trial Observer in preparation of required reports.

Performs other duties as assigned.

C-6:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level IV: 1 year of creditable experience as defined in B below.
E&T Level V: No additional experience required.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

• Office automation skills are required.

LANGUAGE PROFICIENCY LEVEL:

English Language Proficiency level C1 AND German Language Proficiency level C1 required.

Beschäftigungsbedingungen

• This is a temporary full-time position (38.5 hrs /week) until return of permanent incumbent, not to exceed 06 MAY 2029.
• Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
