Capital Procurement Manager
CCL Global are currently recruiting for a Capital Procurement Manager in Germany. The Contracted Capital Procurement Manager leads capital procurement planning and execution for specific capital projects, and/or segments of the global capital project portfolio.
The objective of the Contracted Capital Procurement Manager is to optimize cost, schedule, and quality parameters to meet or exceed the project objectives, as well as demonstrate incremental value through negotiated cost savings, enhanced optionality, and reduced risks.
Freiberufler (freelance on day rate)
Lead the generation and alignment of the project capital procurement management plan that will document procurement plans for the project, from developing procurement strategies through bidding and contracting recommendations, as well as how the work will be accomplished.
Identify critical path goods and service requirements with options to inform the project schedule.
Lead the project team in the development and implementation of commercial execution strategies, including the selection process for engineering and/or construction services.
In the early stage of projects especially during option definition and basic engineering (FEL1/FEL2):
Assist with project cost estimating and budgeting utilizing current pricing, statistical estimates, recent bid results and other methods.
Help generate options for lowering the overall cost of the project.
As the project progresses through FEL3, ensure the deliverables are in place needed to adequately produce the final project scope and appropriation estimate:
Create all the procurement documents required for the execution of the project with the project team (not all inclusive):
Contracted performance management requirements
Oversee procurement aspects of the project risk register:
Commercial, schedule, cost, etc.
As the project enters the execution phase, for larger capital projects an EPCOM (Engineering, Procurement, Construction, Operations, and Maintenance) team may be formed, and the capital procurement manager will be assigned as part of that team to represent Indirect Procurement and Sourcing, responsible to:
Coordinate expediting activities when necessary to meet the project schedule.
When schedule, quality, warranty, or other contractual compliance issues occur, lead, or facilitate the development of negotiation strategies and discussions to maximize the value to the company.
Lead or coordinate any required training of contractor personnel in our ERP system.
For execution of smaller capital projects, the requirements will generally be the same as above. Many small capital projects will be included in the shutdown periods, as well, which the Capital Procurement Manager will also be responsible for managing.
Align with procurement operations and maintenance on the requirements for spares and maintenance items to maximize leverage and minimize the impact to working capital.
Work with other functional partners such as Legal, Risk Management, Accounts Payable, Logistics, and Capital Assets to ensure objectives are achieved.
Bachelor’s degree (technical or business-related degrees are required, MBA a plus).
Dominant level of oral, written German and English
Strong planning/project management skills, accountability, and follow through.
Strong problem-solving and data analytical skills (ability to evaluate situations with multiple complex dimensions simultaneously).
