Aufsichtf. Sachbearbeiter/in (Transportwesen) (M/W/D) Ansbach, Germany Ausschreibungsbereich WER DARF SICH BEWERBEN? / WHO MAY APPLY? INNERBETRIEBLICHE Arbeitnehmer in Deutschland. Dies umfasst alle ortsansässigen Beschäftigten der US Streitkräfte, einschließlich Air Force und AAFES-Europe, innerhalb Deutschlands. Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. UND/AND AUSSERBETRIEBLICHE Bewerber, die in Deutschland wohnhaft sind. EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as Motor Pool Supervisor. Scope of duties includes personnel management, vehicle operations, motor pool and vehicle security, key control, fire safety, and additional program responsibility for fuel operations and school bus operations. Personnel Management Functions: Supervises directly or through subordinate leaders, employees engaged in vehicle dispatching, vehicle operating, operator maintenance and servicing, and clerical functions related to motor pool operations. Plans and assigns work, considering priorities, types of assignments, and capabilities of employees. Gives advice and instructions on both work and administrative matters. Resolves work problems presented by subordinates with assistance from the Transportation Officer. Prepares performance plans and appraises the performance of subordinates. Receive and resolves complaints from employees; refers group grievances and more serious unresolved grievances to supervisor. Recommends personnel actions including selection of applicants, redescription of duties, and disciplinary action. Identifies developmental and training needs of employees, and provides or arranges for training or development. Program Operations: Implements instructions, regulations, and procedures pertaining to providing administrative motor transport and facilities engineer vehicular services to supported activities, tenant units, DoD schools or other users as directed. Renders technical advice and assistance to insure uniformity in the interpretation and application of prescribed procedures at operational level. Serves as source of information on all matters pertaining to motor pool operating activities. Informs supervisor of changes in assigned program that may impact on other programs. Coordinates with the Directorate of Public Works (DPW) on vehicular support of facilities engineer and housing programs. Conducts meetings for discussion of operational matters and problems, makes recommendations for solution of problems or solves same. Advises the Transportation Officer on all matters pertaining to German traffic laws and regulations. Under specific directions, prepares inputs for budget estimates, data on reimbursable costs and coordinates budget matters. Compiles and prepares various recurring and special reports. Recommends procedures for assigning drivers; dispatching vehicles; and methods for operator maintenance, cleaning, servicing, and processing vehicles to maintenance shops. Within overall plans established at higher levels plans, directs and controls the day-to-day operation and management of the Motor Pool vehicle fleet; plans, coordinates, and assigns administrative use vehicles to other organizations for permanent utilization; controls all on-and-off base administrative motor vehicle transportation service; plans, coordinates and ensures an adequate level of vehicle support to facilities engineer and housing operations; and establishes and modifies various schedules to provide service. Maintains information on vehicle justifications, purpose of trips, and justification of POV vicinity travel reimbursement. Is responsible for all facets of driver selection, testing, licensing, and safety and accident data as directed. Identifies users/drivers not complying with requirements and notifies supervisors/unit commanders of shortcomings. Withholds dispatch of vehicles to user/drivers who remain below standard. Cancels trips due to adverse weather. Approves exceptions to permissible operating distance limitations. Strives for economical usage of vehicle fleet while insuring mission accomplishment. Supervises operation of fuel and POL product uses, insuring 100% accountability of POL received and issued, timely replenishment of bulk and packaged POL, accurate and timely submission of fuel dispensing records and reports. School Bus Service: Oversees and ensures adequate Garrison School Bus transportation for families living in the military housing areas and economy quarters. Within advice and guidelines, make adjustments of bus schedules by adding, changing, and deleting stops; handles school bus incidents and complaints, interviews drivers; surveys bus routing and makes adjustments to cope with shortages in equipment and/or personnel considering adverse driving conditions which may require delay/cancellation of school busses or the early pick up of students for the return trip home. Advises the COR of unsatisfactory school bus contractor performance, particularly deficiencies which qualify for reduction in contractor payments under the Schedule of Deductions of the contract statement of work. Assists the COR in liaison with the school bus contractor. Performs other duties as assigned. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below. E&T Level III: 2 years of creditable experience as defined in B below. E&T Level IV: 1 year of creditable experience as defined in B below. E&T Level V: No additional experience required. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc. Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years. • Office automation skills required. • MS-Office skills required. • Drivers license class B required.
