Hauptaufgaben

Manages the reception, processing, GFEBS entry, work estimation, and scheduling of work for the DPW. Supports all USAG Bavaria community event programs and 7ATC Mission Readiness activities and training to include, but not limited to, Regional Aligned Forces (RAF), Allied Spirit, Combined Resolve, Dynamic Front, Saber Junction and Defender – Europe. Responsible for the implementation and operations prescribed in DA Pam 420-6, Directorate of Public Works Resource Management System.
Manages and supervises the reception, processing, GFEBS entry, work estimation, and scheduling of work for the DPW centralized Call Center Area of Operation (AO) – Grafenwoehr, Vilseck, and Hohenfels. Independently performs work studies in GFEBS, and other technological applications to provide operational performance reports to the DPW Leadership. Leads all customer service process improvement initiatives, implementation, and evaluates performance. Supervises all Work Management Branch activities and performance of subordinate personnel assigned to the Branch. Plans and assigns task to subordinates and, reviews, corrects, and evaluates the work performed. Serves as the primary point of contact to handle customer service disputes, controversial issues, interdepartmental communication and coordination within the DPW, and to prescribe the operating procedures as it pertains to the Work Management Branch.
Serves as a Primary proponent for the enterprise-wide Army Maintenance Application (ArMA), and facilitates the program administration, managerial reports to DPW Leadership, administers training, system administrators, and ensures the interoperability between the DPW AOs – Grafenwoehr, Vilseck, and Hohenfels. Manages and reviews work requests, assigns work tasks, provides user guide technical administrative, and manages customer disputes through the web-based application. Conducts interdepartmental communication, coordination, scheduling and process administration within USAG Bavaria DPW Work Management Branch's. Manages the web-based Enterprise Resource Planning (ERP) system within GFEBS, and is the Primary proponent for service and work orders data entry, material cost estimations and specifications, project cost estimates, construction inspection information and other data relevant to the application of GFEBS. Ensures the interoperability between the two systems. Manages other technological based communication platforms, systems and applications necessary for operations of the Work Management Branch to include but not limited to, Cisco Jabber, MS SharePoint, and MS Teams. Conducts and facilitates weekly project work order review boards with various mission partners and tenant organizations within USAG Bavaria. Prioritizes all work request based on mission priorities. Coordinates and initiates changes, corrective actions, and reviews data to include sources of funds (OMA, AFH, DODDS, NAF, etc.) accomplished by contract labor services or by in-house workforce. Coordinates and schedules all internal work with Operations & Maintenance (O&M) Shops to ensure support requirements. Independently ensures each project work order is aligned to the infrastructure requirements and project drivers, as prescribed and set forth by the DPW Mission, USAG Bavaria Priorities, and IMCOM-Europe LOEs. Responsible for maintaining and updating the DPW project lists and work order management systems and applications.
Performs work necessary to input, maintain, budget, coordinate, and schedule work (scheduling is for in-house execution only), with specific functions in support of the DPW. Schedules work assigned to the in-house maintenance shop personnel, communicates with shop foremen to obtain the workload and requirements and provides the number of hours necessary to complete the work in GFEBS/ArMA. Coordinates the input of Labor and Equipment data entry into GFEBS/ArMA to ensure accountability.
Planning and Cost Estimation: Conducts site-inspections for proposed work to determine physical conditions and obtain necessary data for planning and estimating material cost for major engineering or design work, to include, but not limited to, utility systems, roofs, windows and doors, roads, walkways, hardstands, and fencing repairs. Prepares manpower material estimates using engineered performance standards where applicable, and, by execution or extrapolation, develops local standards where Army-wide standards are not available in forecasting of labor, equipment, and material requirements for individual job orders and standing operation orders. Discusses proposed work with DPW stakeholders and business partners to ensure requirements will be satisfied in the most economical manner. Responsible for the planning of jobs in operational sequence by work elements and crafts so that work may proceed in a logical manner from start to completion. Work is accomplished by applying conventional, well-established engineering practices utilizing guides and precedents which are generally applicable to the particular assignments. Assignments differ from available precedents in relatively minor respects, but require the application of sound judgement, initiative, resourcefulness, and knowledge based on experience.
Community, Readiness and Training Support: Provides Work Management support to all USAG Bavaria community events and activities to include, but not limited to Change of Responsibility / Command, Holiday festivals, Family and Morale, Welfare and Recreation (FMWR) events, 4th of July Celebrations, Troop Construction, and the German-American Volksfest. Provides support to 7ATC Readiness activities and training to include, but not limited to, Regional Aligned Forces (RAF), Allied Spirit, Combined Resolve, Dynamic Front, Saber Junction and Defender – Europe. Community events, readiness exercises and training support in Training Areas throughout Bavaria is an enduring and reoccurring mission. Serves as the DPW representative and attends In-Progress Reviews (IPRs), After-Actions Reviews (AARs), conducts support analysis briefs, provides support plans, makes recommendations for decisions, and communicates supporting requirements throughout the DPW and to tenant organizations.
Personnel Management: Maintains supervisory control, and customer service operations within the Work Management Branch while managing automation support, systems support, work reception, and reporting. Plans and schedules work to be accomplished by subordinates. Provides subordinates the requirements and descriptions of the work to be performed and tracks progress. Sets priorities and short- and long-term goals. Resolves work problems presented by subordinates and recommends or implements ways to improve production/quality of the work in the Branch, to include DPW-wide processes. Formulates performance standards and performance evaluations of subordinates. Supports the Business Operations & Integration Division Chief when interviewing candidates for positions in the Branch, having input to selections for non-supervisory positions. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees and provides or arranges for needed training. Supports Equal Employment Opportunity and other management programs.
Performs other duties as assigned.

E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 5 years of job related experience as defined below.

E&T Level III B and C: 5 years of job related experience as defined below.

E&T Level IV A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und
Handelskammer) examination, or similar occupation; PLUS 4 years of job related experience as defined below.

E&T Level IV D: 4 years of job related experience as defined below.

E&T Level IV B and C: are not creditable for positions in this occupational series.

E&T Level V: University or equivalent graduation with major study in a related academic field e.g., Wirtschaftswissenschaft, Betriebswirtschaft, or other related academic field; PLUS 3 years of job related experience as defined below.
Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level.

Job related experience: is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy.

• Applicants must be in possession of a German driver's license class B.
• Applicants must be able to obtain and maintain a military driver's license.

• Office automation skills are required.

LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C1 required.
