Hauptaufgaben
Plans and administers civilian personnel management actions within all TLSC-E/A units. Develops local personnel policies and procedures and ensures compliance among subordinate units. Provides advice and guidance to the General Manager and organizational Directors on a broad range of civilian and local national workforce management functions regarding staffing requirements, resource availability, adjustment requirements, workforce development, and personnel program objectives. Provides interpretation and instructions on laws, regulations, policies and procedures and develops organizational guidance on appropriate courses of action to TLSC-E/A managers and action officers. Analyzes and evaluates program execution. Provides solutions to complex and unique problems with TLSC-E/A-wide impact. Responsible for assisting the manager with addressing a variety of labor and employee relations issues. Consults with managers and operation officials to obtain all pertinent details to support other organizations (21st TSC, USAREUR-AF, CHRA). Responsible for coordinating legal issues and actions with the respective stakeholders, e.g. G8 if budget related, local or district works council (LWC, DWC) and severely handicapped representative (SHE Rep) if personnel related. Identifies and develops meaningful metrics, key performance indicators and preforms specialized on-going analysis of resources, personnel and funding, as they relate to performance and the effectiveness of the business aspects of the organization. Works independently with high level military and civilian personnel to gain acceptance of controversial recommendations having substantial impact on organizational and functional alignments. Reviews issuances from higher echelons and develops/amends local implementing instructions to include local guidance and standard operating procedures. Coordinates the application and implementation of new guidance/standards and assures general consistency in interpretation. Conducts a variety of briefings and reviews for senior military and civilian officials.
Exercises administrative and technical supervision over the work of subordinates. Plans work to be accomplished, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and capabilities of employees. Develops job descriptions and performance standards and evaluates performance of subordinates. Gives advice, counsel, or instruction to employees on both technical and administrative matters. Recommends employees for awards, promotions, reassignments, and training. Makes selections for subordinate nonsupervisory positions. Hears and resolves group grievances or serious employee complaints Effects minor disciplinary measures. Reviews and approves serious disciplinary actions involving nonsupervisory subordinates. Makes decisions on nonroutine, costly, or controversial training needs and training requests related to employees of the unit. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel. Recommends awards or bonuses for nonsupervisory personnel. Finds and implements ways to eliminate or reduce bottlenecks and barriers to production, promote team building, or improve business practices.
Participates in complex studies, strategic planning and in the development of business plans, and long-range program goals of the organization. Scope of projects and studies are such that they affect multiple functions at various TLSC-E/A work centers, from major logistics support facilities to staff sections. Performs research and analysis of current business practices and trends in order to identify areas of potential application to the military logistics mission and to ensure they support the organization's vision and priorities. Develops plans to organize administrative processes of the maintenance, supply, distribution, and transportation production activities into measurable work and cost centers in accordance with best business practices and identifies modern commercial industry metrics and standards for use in managerial decision-making.

E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 6 years of job related experience as defined below.
E&T Level III B and C: 6 years of job related experience as defined below.
E&T Level IV A : The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 5 years of job related experience as defined below.
E&T Level IV D: 5 years of job related experience as defined below.
E&T Level IV B and C: are not creditable for positions in this occupational series.
E&T Level V: University or equivalent graduation with major study in a related academic field e.g., Wirtschaftswissenschaft, Betriebswirtschaft, or other related academic field; PLUS 4 years of job related experience as defined below.
Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level.
Job related experience: is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy.
Training: Selectee must complete mandatory training, as directed.
• German driver's license class B desired.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C1 required.

This is a permanent fulltime position (38.5 hrs./week).
• Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
• If requirement exists, the incumbent of this position is obligated to perform TDY within and outside Germany, shift work, weekend and holiday work.
