Task Order Project Manager (TOPM), US Forces Europe (USF-EU), oversees foreign language support services for the U.S. Department of Defense (DoD) on Defense Language Interpretation and Translation Enterprise II (DLITE II) USF-EU Task Order. These services provide the delivery of qualified linguists from Local National Linguist up to CAT III's with TS/SCI/MEAD access performing linguist duties in interpreting, translating, and transcribing. The TOPM is responsible for the overall execution of specific task orders under the DLITE II contract vehicle, ensuring timely delivery, quality control, and compliance with military requirements and ensuring the successful delivery of linguistic support for a variety of military operations. Core responsibilities Team leadership and oversight : Lead and mentor a geographically dispersed workforce within the USF-EU theater to include all assigned management team and linguists in the performance and execution of Task Order deliverables and requirements ensuring they have the appropriate skill sets and certifications for the assigned tasks. Must possess strong leadership, communication, problem-solving, and organizational skills. Experience with risk management, budgeting, and performance reporting is also essential. Government liaison : Serve as the primary point of contact with government representatives, including all end user Unit and Command Points of Contact, Security offices, and Alternate Contract Officer Representative (ACOR) to ensure project performance and coordination and alignment through effective communications, providing reports, schedules and attending regular meetings. Task order execution : Accountable for all aspects of the task order execution and manages the hands-on, day-to-day execution of TO-related operational activities. Manage all phases of task orders, from planning and scheduling to implementation and completion, ensuring all deliverables meet requirements and are submitted on time. Quality control : Though use of the Quality Control Plan (QCP) Oversee the quality assurance process for all language support services, ensuring compliance with contract standards and operational readiness for various military and intelligence activities. Risk and quality assurance : Conduct risk assessments, implement mitigation strategies, and ensure all contract deliverables meet quality standards. Take corrective action as needed to address issues. Resource management : Ensure efficient allocation and utilization of resources, including personnel, equipment, and budget, across assigned projects. Responsible for TO operations and resourcing of all Task Order requirements, including linguist staffing, and tasking responses. Compliance and reporting : Ensure all activities comply with contract requirements, contract deliverables, security regulations, and applicable standards. Prepare and deliver status reports and briefings to government leadership. Prepare and deliver Contract Data Requirements List reports. This includes providing Government representatives 24-hour a day access to data, statuses and other data identified. Staffing : Manage the staffing process, including recruiting and onboarding personnel with the appropriate security and language skills. Project management : Handle the overall management of specific task orders, including schedules, allocating resources, and overseeing daily operations. Responsible for meeting all technical, financial, and contractual requirements of the TO. Key qualifications Security clearance : Top Secret with Sensitive Compartmental Information (TS/SCI) eligibility and ability to gain and maintain NSA MEAD access. Education: Bachelor's degree in business related field or a 20-year military career (Intelligence field preferred), PMP certification or DAWIA Level III Certification as PM. Project management experience : 15 years of management experience, including 10 years of supervisory experience. Demonstrated experience in leading and executing complex projects, preferably in a defense contracting environment. Expertise in language support : A strong understanding of the requirements for interpretation, translation, and transcription services in a military or intelligence context. Communication skills : Excellent written and oral communication skills for interacting with government stakeholders and managing project teams. Problem-solving : The ability to operate independently, anticipate issues, and provide rapid solutions in a dynamic environment. Must exhibit a proactive, mission-focused mindset capable of solving problems rapidly and communicating clearly with diverse audiences, including senior U.S. and partner nation stakeholders while maintaining tight synchronization with PMO and customer requirements. Technical skills : Functional level of computer skills - M.S. Office, MS Word, Excel, PowerPoint, SharePoint, MS Teams, and virtual team collaboration editing tools. Travel Requirements: This is an OCONUS-based position in Germany with travel within the USF-EU theater of operations. Primarily within German and the United Kingdom but may not be limited to only these two countries. Highly Desired Skills and Experience: PMP certification (active or obtainable within 9 months of hire) Prior experience with Linguist programs and missions Experience managing OCONUS projects involving Linguist and Support staff management teams. Report and Technical Writing - Ability to conduct sourcing, research, analysis, data visualization, cross-culture interviews, document preparation, data collection, and data management. Ability to function at an elevated level with little oversight as well as work as part of a larger team to complete mission objectives. Capable of working under tight deadlines and managing tasks through successful completion.
