Hauptaufgaben

Executing the Commandant's role of Department Head (DH) for the NATO Education, Training, Exercise and Evaluation (ETEE) Discipline, the incumbent serves as Deputy Department Head ETEE in a technical authority role and reports to the Dean of Academics within the Academic Directorate (AD) of the NATO School Oberammergau (NSO).

1. Supports Development and Implementation of NSO Instructional Technology Capabilities.
- Develops research-based strategies, methods and practices for the introduction and use of new and emerging instructional technologies at NSO.
- Establishes and maintains effective contacts with researchers, educational institutions and other organizations concerned with instruction and curriculum design for the purposes of integrating effective and appropriate educational and instructional reviews.
- Reviews and critiques professional literature and research and participates in NATO Training Group working groups, workshops and conferences to exchange information on instructional technology development and integration.

2. Manages Department Head responsibilities for the ETEE Discipline; matching NATO requirements with appropriate E&T solutions.
- Collaborating and coordinating the definition and delivery of E&T solutions with Education and Training Facilities (ETFs).
- Leads Training Needs Analysis (TNA) activities and working groups for the ETEE Discipline in accordance with NATO Military Committee Directive MC 458-4 and NATO Bi-SC Directive 75-007.
- Leads the ETEE Annual Discipline Conference (ADC) and develops the annual ETEE Discipline Alignment Plan (DAP) in accordance with NATO Bi-SC Directive 75-002.
- Recommends improvements to the NATO E&T process.
- Verifies that training solutions as captured in Course Control Documents are aligned with NATO Requirements.
- Supports the Requirement Authority (RA) during the Requirement Review leading up to the ADC.
- Participates in programming boards, conferences and working groups in order to execute the DH functions.
- Provides expert guidance and coaching on NATO Global Programming to all NSO staff participating in Global Programming activities (e.g. STP, TRA, TNA, ADC development) as well as external stakeholders.
- Assesses Academic Requirements and develops plans for the ETEE program relating to Education Enhancement activities. Directs analysis, design, development, implementation and evaluation (ADDIE) process of ETEE and other NSO programs.
- Analyses SACEUR's Guidance on ETEE (SGE), and other related strategic documents to ascertain future impact on the ETEE discipline and recommends changes, modifications, and/or updates to NSO's program of instruction; mitigates risks to potential disruptions to existing programs.

3. Acts as the focal point for external engagement with HQ SACT and SHAPE J7 on all matters relating to Education Training, Exercises and Evaluation (ETEE)( to complement the internal activities coordinated through the Academic Department.

4. Supervises personnel assigned to the NSO ETEE Department as necessary in the conduct of professional duties.

Performs other duties as assigned.

C-7a:

E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level III: 4 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level IV: 3 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level V: 2 years of experience as defined in B below PLUS 1 year as defined in C below.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

Experience C: Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled. The experience must demonstrate thorough knowledge, sound judgment, personal initiative, and the ability to make sound decisions.

Applicant must be in the possession of a valid driver's license class B.
Office Automation skills required.

LANGUAGE PROFICIENCY LEVEL:
English level C2 required according to the Common European Framework of Reference for Languages.

Beschäftigungsbedingungen

This position is a Nonappropriated Fund Position.

Must be able to obtain & maintain a NATO SECRET clearance.
Possible weekend, holiday or evening work required.
Frequent multiple day temporary duty travel (TDY) to long-distance destinations is required. (30%)
Regular and recurring telework authorized with justification approved on a case by case basis.

Special Conditions for NATO SCHOOL Oberammergau:

Must be a citizen of a NATO member state and must be able to establish residency with permission to work in Germany before or within the probationary period. As proof a current German residence permit must be presented. The failure to present a working permit will lead to the termination of employment during the probationary period or any time thereafter, when there is doubt that a working permit may be granted by the German authorities. Dependents of members of a Force or of the civilian component are exempt from the residence-permit requirements.

Must present either a valid Police Good Conduct Certificate from the local resident registration office or a valid NATO and/or National Security clearance on initial appointment or reappointment after a break in service of a period longer than 6 months. Costs for the certificates are not reimbursable.

A Local National Screening Program (LNSP) background check must be initiated within 3 days of appointment in order to determine suitability for continued employment. An unfavourable result will lead to the termination of employment during the probationary period or any time thereafter, if the background check reveals that the employee constitutes a security risk.
