Sachbearbeiter/in (Arbeitsanalyse & -planung) Hohenfels, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as Program Analyst in the Engineering Division, Engineering Services Branch for the Directorate of Public Works (DPW). Applies professional data analysis principles to management and workflow processes, engineering management systems, and the resource programming and allocation process. Applies analytical techniques in the development and validation of resource requirements, to include, budget and contract program requirements. Investigates and applies work management efficiencies. Works under the supervision of the Division Chief, who defines overall goals and objectives. The incumbent independently plans and carries out assignments including determination of approach or methodology to be used. Uses sound knowledge in all areas of personnel management functions and processing requirements. Incumbent is provided considerable freedom in planning and completing assignments. The supervisor is kept informed of progress, controversial conflicts or issues that arise which affects the organization operations or have far reaching implications. Requires a high degree of individual professional judgment and originality. The employee is required to use sound judgment and fully understand occupational fields and the interrelationship of the issues dealt with. Work is reviewed in terms of attainment of objectives, acceptability of conclusions, and logical application of recommendations on program implementation. Assists the Chief Engineering Branch in the coordination of all project administrative information prepared or processed by the Branch. Directs the preparation of and reviews all project management information for completeness and accuracy. This includes, but is not limited to, engineering project status lists, financial reports, and project acquisition plans. Prepares special reports and compiles statistics and information for presentation at community planning boards, meetings of various U.S. or German government agencies. Represents the Branch Chief at meetings whose purpose is to discuss project and budgetary status. Participates in project planning boards and conferences where the necessity and priority projects are determined. Responsible for track and control a wide range of projects providing necessary data to the Branch Chief to conduct necessary briefings. Frames problems, conducts research, develops proposals and makes recommendations. Prepares and updates various reports, briefings, fact sheets, issue papers, and proposed Program Execution Lists. Plans, prepares, executes and monitors policies and procedures of the Engineering Branch in Hohenfels. Advises the Chief Engineering Branch as to the establishment of policy and procedures pertaining to project Administration. Make recommendations to change and improve administrative procedures, reports and documentation. Assists staff on all management improvement matters. Supports the overall management analysis function through participation in meetings, review of reports, discussion with operating officials, etc. Participates in and conducts studies, surveys, and analyses of Engineering Branch operating resources. Conducts research, studies and analysis, such as workload analysis of projected changes to work force, cost effectiveness, and organizational effectiveness. Documents study results in program report and justification briefings. Provides directional guidance and advice to technical and administrative staff and directs internal policy, procedural and operational changes to increase program effectiveness and mission accomplishment. Analyzes current and projected long-term programs requirements to include funding, work force, facilities, and equipment. Provides support for the reviews and evaluates operating and organizational proposals, situations and problems. Serves as a Branch advisor on all matters pertaining to Management and Engineering Systems, Fiscal Management, Administrative matters, and supply and storage management. Ensures coordination with Business Operations and Integration (BOI) Branch is exercised to ensure that all work force and budget actions are compatible with Branch needs. Supports the Design, Construction Inspection and Project Management Section with the preparation of all necessary documents for funding and implementation of contracts (IDIQ, RCO, C3, ABG). Ensures accurate and comprehensive financial and engineering information is maintained for various engineering projects managed by the Branch, such as OMA, Family Housing, DODDS, NAF, CTA, etc. Prepares and issues funding documents related to these projects and coordinate with all corresponding branches. Compiles and analyses various financial data such as obligation rates, actual vs. estimated contract costs etc., to determine trends and identify potential problem areas. Advises the Branch Chief as to these problems and recommends corrective action. Evaluates requests for contract modifications to ensure that additional funds requested are available for obligation, and that the scope of the modification is within authorized limits of approval. Initiates action on and verifies the completion of all funds transactions between the Engineering Branch and various agencies. Maintains fund status reports and prepares special financial reports as required. Assists in the establishment of a priority funding sequence for projects and initiates action to fund these projects. Performs program management functions for the Government Purchase Card Program (GPCP) in order to procure supplies, equipment and services for the Engineering Branch. Prepares regular Purchase Request and Commitment (PR&C) for the GPCP based upon historical and future requirements. Keeps track of funds expended and maintains the document files for both the cardholder and authorizing official, when necessary. Requests additional funds to meet extraordinary supply acquisition requirements. Researches, compiles, verifies and summarizes data encompassing a variety of narrative information and statistical data needed in the formulation and presentation of the annual office-operating budget. Periodically reconciles obligations and commitments with the RMO. Holds periodic inspections with the Regional Contracting Office (RCO), which is responsible for managing the credit card purchase program. Performs other duties as assigned. E&T Level IV D: 1 year of job related experience as defined below. E&T Level IV B and C: are not creditable for positions in this occupational series. Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level. Job related experience: is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy. Training: Selectee must complete mandatory training, as directed.
