Hauptaufgaben Serves as the administrative focal point of the DPW's design and construction program which includes the Military Construction Army (MCA) program, the Maintenance and Repair (M&R) program, the Army Family Housing (AFH) program and the Environmental Compliance Program (ECP), by providing management of information necessary to effectively direct and control projects and programs. On the basis of program instructions and guidance from Chief, EP&S, coordinates and disseminates guidelines for execution of DPW projects. 45% Maintains schedules and milestone goals and coordinates and conducts status and information meetings with engineering personnel from city governments, the Bundesvermoegensamt (BVA), Stadtbauamt (SBA) as such, the incumbent is expected to be knowledgeable on the ABG-75 process and host-nation procedures, the Corps of Engineer (USAEDE), the USAREUR chain-of-command, and other in-house components of the DPW and the community command organization. Receives and monitors input from construction representatives and quality assurance inspectors, discussions and meetings with operating officials and tenant organizations. Reviews plans, reports, schedules, records and similar materials to identify actual or potential problem areas and/or trends and brings to the attention of the appropriate party for resolution. Prepares recurring reports and submits initial possible solutions or resolutions to identified problem areas. Maintains continuous dialog with ASG/HQ USAREUR in the form of monthly "program update" meetings and "line-item reviews". Ensures that all project documents are prepared, approved and submitted to ensure timely execution of projects. Monitors the Backlog of Maintenance and Repair (BMAR) program. Briefs the DPW and the Chief, EP&S on project status and issues. Coordinates the semiannual Community Planning Board meeting for the commanding general and his/her staff in conjunction with DPW management and prepares written minutes of the meeting. Serves as the EP&S Division point of contact in the preparation of the Command Operating Budget (COB), the Annual Management Plan (AMP), the Five Year Plan and the Master Plan. 35% Prepares budget requirements necessary for the accomplishment of the execution of the construction phases of the established project. Coordinates with personnel from engineering resource management and directorates of resource management at both the community and MACOM level on financial aspects on ongoing projects. Follows project status through with the review of project documents, meetings with engineers and project managers to monitor compliance with Community Master plan and funding limitations. Prepares project documents such as Purchase Request and Commitment (PR&C), Facility Engineering Work Requests (DA Form 4293), letters, briefings and briefing charts, project lists, EPAP, minutes of meetings, ABG-75 documents and impact statements. Serves as the DPW point-of-contact to the Regional Contracting Office (RCO) in Seckenheim and is responsible for tracking the Engineer Project Acquisition Plan (EPAP). Develops and maintains computer applications and spreadsheets to support and monitor project administration, analysis, control and reporting. 20% Performs other duties as assigned.
