Hauptaufgaben
Team Leader Functions.
Leads a Team of Specialists engaged in Environmental compliance work in the Hohenfels Community, USAG Bavaria. Ensures that the strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services; articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and program issues under review, and deadlines and time frames for completion; coaches the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assists the team and individual members in identifying the parameters of a viable solution; leads the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and occupational specialization. Makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Ensures that each employee has an integral role in developing the final team product. Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks. Monitors and reports on the status and progress of work, checks on work in progress and reviews completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Serves as coach, facilitator or negotiator in coordinating team initiatives and in consensus building activities among team members. Maintains program and administrative reference materials, project files and relevant background documents and makes available policies, procedures and written instructions from the supervisor. Prepares reports and maintains records of work accomplishments and administrative information, and coordinates the preparation, presentation and communication of work-related information to the supervisor. Represents the team in dealings with the supervisor or manager. Reports to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training need. Represents the team consensus and conveys findings and recommendations in meetings and dealings with others. Estimates and reports to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks. Identifies, assesses, analyzes and improves team effectiveness, efficiency and work products. Provides leadership to the team in exploring alternatives and determining what improvements can be made. Approve emergency leave or other types of leave as delegated by management. Resolves simple, informal complaints of employees and refers others to the supervisor. Provides recommendations to the supervisor on actions affecting team and individual awards, rewards and recognition. Informs employees of available employee benefits, services and work-related activities. Intercedes with the supervisor on behalf of the team to inform the supervisor of performance management issues/problems and to recommend or request related actions.
Supports the environmental management programs for the entire USAG Bavaria garrison area (approx. 30,000 civilian and military personnel), especially location Hohenfels, through professional environmental sciences services. The program significantly impacts the safety and working environment of garrison personnel, tenant activities and the relationship with local and state Host Nation authorities and the public. Represents the Environmental Division Chief and participates in U.S./Host Nation environmental working group meetings at the Garrison Bavaria level, location Hohenfels, on sensitive environmental subjects such as drinking water and hazardous waste. determines the extent of required actions and applies U.S. and Host Nation environmental and Hazardous Waste resources laws and regulations in addition to the new NATO SOFA Articles (esp. para 49 (3) and 54 a). Responsible to maintain compliance with German Final Governing Standards (GFGS), Army Regulations and applicable Host Nation laws and standards. Supports the planning and carrying out assignments, supports resolving most conflicts, but keeps the supervisor informed of progress and potentially controversial problems, concerns, issues, or other matters. Develops a regulatory framework and drafts advance notices of complex environmental rules, initiates and chairs workgroups to resolve identified problems, and secures concurrence or approval on final documents. Prepares briefings and position papers for key officials.
Supports the development and implementation of USAG Bavaria plans, policies, directives and guidance required for the effective execution of the environmental program. Consults with IMCOM-E and support organizations such as CHPPM Europe, DLA Disposition Services, etc., as needed to execute and maintain an effective program. Monitors and reviews the requirement of nominated Environmental Officers for each unit/activity and their training certification status. Coordinates and maintains various surveys, programs, and databases to ensure that recycling initiatives are incorporated into planning/implementation phases of all operations. Responsible for the spill response program to ensure the program is accomplished according to applicable laws. Ensures compliance with all applicable US and Host Nation laws and regulations concerning the permission, transportation, disposal, etc. of hazardous materials and water endangering wastes and soils. Ensures that SOP and US and HN regulations are current for inspections of waste storage and disposal sites.
Reviews plans, projects, and proposed actions for environmental impacts prior to execution IAW the Environmental Review Guide (ERG). Identifies and recommends mitigation measures as needed. Supports the environmental review program for MILCON projects. Provides cost estimates, prepares pre-construction environmental checklists, and determines environmental impact of construction projects with other divisions within the Garrison, 7th ATC, other U.S. units and Host Nation organizations. Reviews plans, projects, reports, and directs proposed actions for environmental impacts prior to execution. Ensures that environmental program is in consonance with applicable Host Nation and U.S. laws and regulations, DoD directives, and policies and regulations.
Informs Environmental Division and DPW of issues of imminent or actual non-compliance with regulatory requirements, and/or imminent threats to human health or environment. Advises on issues of potential criminal/civilian liability pursuant to non-compliance. Elevates issues of a controversial or critical nature to IMCOM-E in a timely manner. Coordinates Environmental Quality Control Committee meetings, chaired by the Garrison Commander. Conducts environmental audits and prepares reports, opinion papers, briefings, etc; and develops solutions to problems that are without precedent and that will be used as the basis for decisions as the program progresses.
Provides detailed information on environmental projects and contracts as requested. Composes correspondence and develops various specifications into final form. Maintains suspense records on all correspondence and action documents and follows up to ensure a timely reply of action.
Serves as Hazardous Waste (HW) Program Manager.
Manages and coordinates the hazardous waste management programs at the Hohenfels Installation. Plans and implements a waste minimization program to reduce the volume and toxicity of wastes generated by testing activities; and resolves intractable disposal problems involving chemical agents, munitions, and ordnance-related materials. Develops criteria for automating hazardous waste tracking systems. Identifies sources and disposal processes, monitors regulatory compliance, coordinates meetings with HW coordinators and safety representatives. Prepares and submits reports for local use and for submission to higher headquarters to include programming, budgeting and correspondence. Establishes program requirements and determines methods used and approaches taken to resolve problems. Provides guidance and advises key personnel on all aspects of the hazardous waste program. Implements the Garrison hazardous waste management program including handling the hazardous waste disposal contract. Digitally signs all manifests for disposal of hazardous waste and construction debris of projects USAREUR wide. Provides guidance and technical assistance to HW generating activities, 7ATC military units and Garrison tenants.
Geographic Information System (GIS) Support.
Plans, develops, implements and coordinates documentation of all created or modified geospatial data for USAG Bavaria. Ensures that the USAG Bavaria complies with the Spatial Data Standard for Infrastructure and Environment (SDSFIE) for all geospatial data. Evaluates compliance and program effectiveness in consonance with HQ goals and objectives; develops corrective action plans as necessary. Serves as member of the USAREUR/ IMCOM-E GIS working group for geospatial data development, modification and analysis. Oversees the activities of different GIS specialists and coordinates activities with all GIS specialists in other Garrisons.
Environmental Training and Awareness.
Develops Environmental Training Classes for USAG Bavaria for the assigned area of responsibility. Establishes and maintains a garrison-wide training aid/video library. Implements surveys and schedules training opportunities to ensure USAG Bavaria personnel are aware of and carry out their program responsibilities. Attends meetings and briefings to create and maintain an environmental awareness and ethic among personnel. Represents the USAG Bavaria and participates in environmental working group meetings. Prepares oral briefings at garrison, IMCOM-E, and other levels, as appropriate. Represents the USAG Bavaria environmental program at Community Relations Advisory Council Meetings and identifies and assists with solving environmental issues of mutual concern.
Contracting Officer's Representative (COR) functions.
Serves as Contracting Officer's Representative for garrison-wide contracts. Monitors contractor's performance and ensures quality assurance of services performed and acceptance of services or deliverables. Evaluates contractor performance. Informs technical personnel concerned on any deviations from work schedule or contract. Modifies and administers contracts and verifies performance. Oversees and conducts Quality Assurance and Quality Control on all data and environmental GIS products provided by contract. Provides detailed information on environmental projects and contracts as requested. Maintains a warranty file. Checks invoices/partial invoices or Purchase Request and Commitment Forms for appropriate requisitioning, classification, contract and purchase request number.
