Hauptaufgaben

The position manages field operations concerned with the quality control and performance review of commercial moving carriers/agents. Develops program policies, procedures and performs a variety of studies and analysis on transportation programs at the CPPSO level. Identifies operational requirements to avoid delays and backlogs. Monitors internal controls in accordance with existing regulations. Manages pre-approval and denial for monetary services performed by transportation service providers obligating tens millions of dollars annually. Serves as the primary project coordinator for all special and routine transportation projects. Assures the division by performing staff program evaluation of traffic management and timely and successful accomplishment of management programs assigned to transportation activities. Is consulted for guidance and advice for the traffic management program as it applies to the USTRANSCOM QC Program. Provides guidance for re-weigh procedures, warehouse procedures, wrapping and packaging techniques, and various accessorial services in order to oversee a multi-faceted on-site inspection program. Plans, develops and formulates guidance and directives for movement and transportation of personal property and household goods (HHG) for US Forces members assigned to BASOPS Transportation Division area of responsibility. Support includes household goods and unaccompanied baggage shipments, local moves, intra theater moves and shipments including firearms and alcoholic beverages. Renders technical assistance to improve unsatisfactory conditions and resolve troublesome areas. Furnishes technical advice and assistance to procurement offices in matters of contract establishments; to shipping activities; program planners; direct support and tactical units; domestic & international carriers; contractors and German and US regulatory bodies.

Reviews field reports relating to carriers'/agents' performance and identifies adverse trends. Directs and monitors results of inspection of carriers'/agents' warehouse facilities. Initiates corrections when carriers'/agents' performance or warehouse facilities are substandard. Recommends appropriate disciplinary controls against carriers and agents who do not meet the DOD quality assurance standards. Suspends on the spot agents who commit serious infractions that would jeopardize the safe and secure movement or storage of customers' personal property. As a functional specialist in the area of personal property movement, monitors and evaluates contractors packing, crating, loss and damage performance compared to acceptable levels of performance established in solicitations, contracts, and applicable regulations. Identifies deficiencies and the reasons for same, and recommends a course of action to the Chief or other higher level specialist to rectify the problems. Monitors adverse trends as related to specific contractors or violations and makes appropriate recommendations to the Chief. Approves accessorial services costs in excess of $500 per household goods shipment. Identifies trends by carriers whose reported weight of household shipments is consistently excessive. Effects extensive coordination with CPPSO Inbound and Outbound Branches to establish a balanced workload for supporting LRC QC inspectors.

Periodically inspects and evaluates contract carriers' transportation and storage facilities, equipment, security and related factors to determine firms' capabilities to meet contractual requirements. As directed, serves as liaison between the USTRANSCOM, EUCOM, JPPSO and contract carriers, explaining the Army's position in matters of dispute, passing on instructions from USTRANSCOM, EUCOM, JPPSO FME, and evaluating and reporting on performance. May periodically spot check carrier invoices as compared to internal reports to identify discrepancies.

Supervises one or two Transportation Assistants as part of the QA compliance team. Sets short and intermediate work objectives and ensures compliance with work objectives and standards set by higher level authority. Ensures technical and continuity training is conducted. Approves leave schedules for employees and approves leave requests of subordinate supervisors. Establishes performance expectations for subordinates.. Reviews and evaluates employee's performance, counsels employees when necessary, and recommends performance awards or disciplinary actions, as appropriate. Initiates requests to fill vacant positions, and selects or recommends selection of new employees. Hears work related problems and resolves or recommends solution to higher level authority. Ensures that employees have the necessary administrative tools to accomplish the work.

Serves as a Customs Clearance Officer in the preparation and execution of NATO Form 302-1 in supporting of the international movement of US DoD Sponsored Personal Property. Serves as the local subject matter expert on border crossing requirements for shipments of DoD Sponsored Personal Property. Coordinates with local military and Host Nation customs offices to ensure current procedures are complied with. Maintains the training, equipment, documents and records required to issue, track, and close out customs documents. Coordinates execution of customs clearance with contractors. Trains subordinated on the 302 procedures. Issues, tracks, safeguards accountable forms and customs documents. Ensures all customs actions are closed in a timely manner with Host Nation customs offices.

Performs other duties as assigned.

C-7:

E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.


E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.

E&T Level III: 4 years of creditable experience as defined in B below.

E&T Level IV: 3 years of creditable experience as defined in B below.

E&T Level V: 2 years of creditable experience as defined in B below.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.



C-7A:

E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.


E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level III: 4 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level IV: 3 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level V: 2 years of experience as defined in B below PLUS 1 year as defined in C below.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.


Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

Experience C: Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled. The experience must demonstrate thorough knowledge, sound judgment, personal initiative, and the ability to make sound decisions.


• German driver's license class B desired.

• Office automation skills are required.



LANGUAGE PROFICIENCY LEVEL:

Beschäftigungsbedingungen

This is a permanent full time position (38.50 hrs/week).

Position may be filled at the C-7 or at the full performance level, C-7A. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.

The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel) within Germany.

Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
