Under general supervision of the Assistant City Manager, the Strategic Projects Manager performs complex project management and administrative activities in support of the highly sensitive, political, complex and critical projects and priorities in the City Manager’s Office and the City’s Utilities. This position serves a key role in ensuring high-priority initiatives that impact the community are delivered by coordinating the work of the technical team, tracking timelines, due dates, commitments and progress.
ESSENTIAL FUNCTIONS:
1. Perform special projects at the request of the City Manager or their designee, to include researching, compiling, and analyzing information, preparing reports, identifying alternatives, and making recommendations.
2. Attend and participate in meetings on behalf of the City Manager’s Office.
3. Regularly attend City Council meetings and make presentations before the Council.
4. Participates in project definition, scoping, and budget development process for all assigned projects.
5. Serves as project manager for critical water utility projects, coordinating the work of a multi-department technical team.
6. Manage contractual timelines and tracks and reports the critical path for project success.
7. Coordinates with other City departments and external consultants on project execution.
8. Conducts research, provides data, makes recommendations, and implements solutions to achieve strategic goals and objectives, including process improvement.
9. Assists with the development of a communication strategy on water projects and initiatives.
10. Prepares and delivers presentations to elected officials, state agencies and the public.
11. Coordinates with other governmental agencies on policies and joint efforts.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Bachelor's Degree from an accredited institution with coursework in public administration, finance, business administration, organizational leadership, urban planning, or engineering. Seven (7) years of increasingly responsible experience managing complex projects and working with diverse technical employees and consulting teams. Experience working with intergovernmental partners at the local, state and federal level.
Preference for incumbent to hold a Master’s Degree or equivalent from an accredited institution with coursework in public administration, business administration, organizational leadership, urban planning, or engineering, which may substitute for two (2) years of related experience.

LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three-year driving history.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Sufficient physical ability to work in an office setting; sit, stand, walk, reach, twist, turn, kneel, bend, squat, and/or stoop for prolonged periods of time; perform duties requiring grasping, repetitive hand movement, and fine coordination; and operate office equipment.
Hiring Range: $101,333.96 - $126,942.40, annually.
