Aufsichtf. Sachbearbeiter (Transportwesen) Kaiserslautern/Miesau, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. Hauptaufgaben SUPERVISORY CONTROLS Works under the general administrative supervision of the Superintendent, 6966th TTT who defines specific goals and general priorities, sets overall timelines, provides limitations on available resources, and assigns special projects. Incumbent is required to demonstrate extensive specialized experience, and a broad knowledge of all functions related to the assigned area of responsibility and accomplish assigned duties independently within parameters of governing regulations, laws and general and special orders. Overall work is appraised in terms of efficiency, responsiveness, and continuity of operations in the assigned area of responsibility, achievement of established program and project goals, as well as satisfaction of supported customer organizations. Informs, advises, and makes recommendations to the supervisor on significant matters and controversial issues. INTRODUCTION The Position is established to independently plan, organize, coordinate, and supervise all phases of work in the execution of a transportation operations program designated to provide line haul support to US Army, Air Force, DLA, AAFES, and other DOD agencies as part of the Army's title 10 responsibility to the CDR, US EUCOM for common user land transportation. 6966th TTT transportation assets are the enablers of inter- and intra-theater distribution and deployment operations. Surface deployment distribution requirements set the parameters for the use of 6966th TTT assets in the USAREUR AOR The 6966th TTT transportation and distribution mission spectrum includes delivery of general cargo, mail, arms, ammunition & explosives ammo, hazmat, sensitive cargo, Air Lines of Communications (ALOC/999), class XIII supplies, goods subject to the War Weapon Control Act, many other commodities, medium and heavy cargo, drive-away, and tow-away missions throughout the US EUCOM AOR, including Great-Britain, Scandinavia, Baltic States, Poland, Czech Republic, Ukraine, Georgia, Azerbaijan, Italy, France, Romania, Bulgaria, Greece, Spain, and the Balkans. Also included is transportation support to the port operations at sea- & airports. Prepares and coordinates operational plans for the 6966th TTT. Determines procedural requirements for attaining established goals; develops standing operating procedures (SOP) for all operational elements and coordinates them with higher level and the 6966th TTT sections. Develops internal policies and ensures adherence. Reviews and evaluates the operational adequacy and general effectiveness of mission support and services provided. Provides recommendations for improvements or required revision to operating or support procedures. Incumbent applies a high degree of initiative together with sound judgment in solving unprecedented operations management problems and controversial issues for which regulatory guidelines do not exist or require further interpretation before an appropriate decision can be made. The incumbent implements overall management and operational guidance/direction provided by the Superintendent and conducts analyses and reports as directed by the supervisor. Maintains close liaison with all sections to ensure their transportation requirements are met. Incumbent interprets and ensures the application of a multitude of host-nation norms, laws, directives and military regulations and guidelines established at higher command levels, European Community directives. Provides technical and procedural advice to the Superintendent, higher echelon officials, and supervisors of 6966th TTT sections in all matters pertaining to the organization's mission. Plans, develop and implement policies and plans to support the transportation mission requirements of the organization. Ensures customer requests for transport movement services are validated and processed IAW organizational and external applicable standards. Is responsible to ensure the continuous development and availability of key performance indicators for Transportation Operations, to include Manpower, Fleet Management and Equipment Utilization. Directs the execution of assigned transportation and distribution missions including heavy lift, under consideration of such factors as available assets, personnel capabilities, priority projects, cost computation and cost competitiveness, budget alignments between Contingency Operations (CONOPS), Global War on Terror (GWOT), European Reassurance Initiative (ERI)Assure & Deter Contingency Support, PDA Integration, Command Interest Transportation Missions (CIM)Operation Enduring Freedom (OEF), legal and tariff provisions, general safety and security requirements, etc. Ensures maintenance of current road net data, operational records, status information, and statistical reports including reconnaissance of new routes. Participates in higher level command meetings, providing input and analysis of operational trends, current workload, general production, special projects, deficiencies encountered, and recurring problem areas. Discusses recommendations for improvement and renders advice and guidance on specific operational problems. Establishes and maintains contact with supported organizations, German and US military agencies, and local and foreign authorities, such as Traffic Management Offices (TMO), Offices of the District Administration, embassy officials, German and US Military Police departments, custom offices of all transit countries, etc., for purpose of coordinating operational activities including road clearances, border crossings as well as Diplomatic clearances for all movements into foreign countries. Maintains centralized operational control over the whole spectrum of 6966th TTT transportation mission-related matters. Assigns workloads and specific operational tasks. Establishes cargo and transportation documentation, dispatch, vehicle safety, and security procedures; monitors adherence. Directs and supervises the performance of 18 employees (US/LN) involved in clerical and technical functions in support of an operations section within the 6966th TTT. Establishes internal performance standards including individual development plans for subordinate employees to determine the need for improvement; plans, coordinates, and provides development training. Plans, schedules, and distributes workload, and assigns work to subordinate personnel. Establishes general priorities. Reviews and appraises individual work performance. Advises subordinates on operational problems and regulatory requirements. Recommends personnel actions, such as selections, promotions, separations, and awards. Counsel subordinate personnel and initiate disciplinary actions. Requests recruitment actions and participates in instatement interviews. Monitors usage of annual and sick leave. Determines training requirements and ensures proper performance of on-the-job training. Coordinates and directs the execution of the operations security (OPSEC) program. Based on pertinent regulations and directives from higher command, develops, publishes, and disseminates security directives. Studies and interprets security regulations, and develops, formulates, and implements plans, policies, procedures, and internal guidelines required for safeguarding operational assets, particularly while delivering throughout the USAREUR AOR, and material, and for protection of facilities, equipment, material, and documents. Provides technical and administrative assistance to 6966th TTT sections in the interpretation, application and execution of regulations and directives. Inspects the operation of 6966th TTT sections to ensure adequacy and observance of mandatory security measures; evaluates findings, determines discrepancies, and directs corrective actions; performs follow-up inspections to ensure proper implementation of corrections. Renders advice and assistance to the Superintendent and higher command officials in all security-related matters. Maintains contact with security and intelligence personnel of higher, adjacent, and subordinate units to ensure proper flow of information including the Threat Awareness Plan. Executes the 6966th TTT fuel coupon usage program. Executes the 6966th IT program. Provides user support: trouble shooting, updates, etc. Maintains internal information systems, shares, databases. Maintains IT related mandatory computer user training files. Ensures insertion, upkeep, modernization and replacement of information management and communication equipment. Plans, directs and the operation of the organizational communications systems, to include telephone and tracking tools, and the automated data transmission and processing system. Coordinates communication-related matters with appropriate US Military communication offices, Facilities Engineering Division, and the German Post AG. Perform studies for improvement of existing communications system. Operates the 6966th TTT training center. Ensures the 6966th TTT Training Driver's Academy provides training courses, including driver training regarding the safe carriage of dangerous cargo IAW the ADR Chapter 8.2.2.4, load hazardous materials driver training course (HAZ-11), cargo securing training IAW VDI 2700a & DIN EN 23295-1, flight line training, convoy training, MHE, railhead operations, and refresher training, including safety training and legal stipulations. Plans, coordinates, and supervises the execution of an assigned training program; this includes driver training classes, initial and annual refresher training, specialized skill development courses as well as the ADR training to all USAREURAF German speaking Local National employees, weapon training familiarization and the annual familiarization firing as well as the German Law on self-defense. Determines training requirements; initiates the development of courses and the design of course material. In coordination with subject-matter specialists determines the most suitable methods and techniques of instruction and presentation. Continuously monitors training performance and directs necessary actions for course improvement. Based on recurring operational deficiencies, directs the development of remedial training instructions. Monitors performance of on-the-job training within the 6966th TTT to ensure maximum effectiveness. Performs regular inspections in all training areas to ensure consistency, effectiveness, and uniformity of training operations. Performs other duties as assigned. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years. Experience C: Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled.
