Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany

AND

EXTERNAL Local National Applicants, who reside in Germany.


Hauptaufgaben

1. Serves as the system administrator and controls technician for the UMCS system (Utility Monitoring and Control System) overseeing all modifications and updates to system, develops system programming and graphics, maintains system server, creates backups, manage system users and roles allowing the necessary access levels to complete projects as necessary, develops and administers training to keep our maintenance staff up to date with the control system. Incumbent is responsible for independently planning, coordinating, scheduling and conducting the work without explicit instructions as to work methods and procedures on all new projects that involve the UMCS system, writes statement of work and cost estimates, while following projects to completion while working with the contracting officer.

a. Maintains system server of the UMCS system, acts as the system administrator.
b. Develops and administers training to keep maintenance staff up to date with system.
c. Coordinates on-site meetings and technical discussions necessary to keep client and facility personnel abreast of UMCS issues.
d. Create statements of work and cost estimates on all projects involving the UMCS or integration of the UMCS system, works directly with customer and contracting officer as necessary to complete projects.
e. Works as the controls technician on all UMCS projects with little to no supervision.
f. Assists supervisor by acting as the principal person responsible for evaluating the condition of mechanical systems and making necessary corrections or advising the client of issues and/or required maintenance/repairs needed to keep systems performing within specification.

2. Serves as a Contracting Officer's Representative for the Building Management System (BMS) contract within USAG Wiesbaden with the responsibility for monitoring contract operations.
a. Attends pre-construction and post-award conferences to discuss the technical provisions and specifications of contracts. Reviews contractor bids and/or detailed proposals and associated pricing.
b. Makes necessary tests on material submittals and approves or disapproves. Notifies the Contracting Officer of any contractually required submittals not furnished by the contractor.
c. Observes and investigates all construction phases to ensure compliance with contract schedules, specifications, submittal registers, and shop drawings.
d. Performs on-site pre-inspections and final inspections of construction projects.
e. Investigates construction problems and deficiencies and finds solutions to keep projects on task, works with contract officer resolving these issues.
f. Maintains extensive contacts with contractor representatives to promote cooperation and to resolve differences. Initiates, estimates and negotiates change orders.
g. Accepts or rejects contractor's work based on conformance of construction with plans and specifications, quality of materials and workmanship, and adherence to safety standards.
h. Prepares and/or supervises the preparation of government payment estimates for monthly payments on contract work.

3. Responsible for customer interface and the definition of requirements for facility projects requiring the application of background data, the interpretation and use of numerous precedents, and the coordination of several skills and trades, e.g., electricians, plumbers, heating and air conditioning mechanics, etc. Projects typically include but are not limited to industrial shops, warehouses, offices, housing units, laboratories, central heating plant, industrial wastewater treatment plant, drainage systems and sewers, utilities, surface pavements, and other related engineering work as required to support installation/base facilities.
a. Conducts on-site surveys of assigned base/installation facilities, identifying both short and long-range work requirements while considering the present and future mission of the facility.
b. Conducts interviews with facility end users to determine and identify requirements.
c. Reviews previous blueprints, specification, drawings, and plans; considers possible courses of action and selects most appropriate methods to be employed. Verifies requirements and assures accurate dimensions and that the work can be accomplished by the contractor.
d. Consults directly with contractor personnel in developing progress schedules and in keeping the construction process on schedule.

4. Supports engineering staff in duties associated with space utilization, energy monitoring and real property maintenance.
a. Collects, researches, and studies available technical data.
b. Reviews and/or assists with development of designs, layouts and plans.
c. Prepares charts, graphs and tables for workshops, meeting and conferences.
d. Performs on-site engineering inspections of facilities and grounds to determine current and future repair/replacement needs.
e. Assists customers in preparing and reviewing work orders for projects to be completed by in-house work force or contracts for projects.
f. Confers with user personnel to validate work specifications, cost estimates, clarify discrepancies, resolve problems and to recommend solutions for a desirable work plan.

5. Performs review of architect-engineer and in-house designs. Documents reviewed include project design analyses, contract drawings, and contract specifications, on all HVAC and control system projects. The purpose of reviewing this work is to check the contract documents for design coordination, technical adequacy and conformance to criteria and codes. Prepares design review comments bases on technical review for use in review conferences.

Performs other duties as assigned.

E&T Level V: Graduation from a University or equivalent, e.g., Fachhochschule, the Berufsakademie,or Technische Hochschule as Wirtschaftsingenieur, Ingenieur des Maschinenwesens, der Elekrotechnik oder des Bauwesens; no additional experience required.

Job Related Experience: Experience must be directly related to the area of specialization of the position and must be at a level of difficulty that compares to the grade of the position. Advanced journeyman trades and crafts experience that provided intensive knowledge of engineering principles, techniques, methods and precedents is a prerequisite, e.g., experience as a technician, instructor, inspector, or mechanic that shows progression in theoretical and practical knowledge of the area of specialization of the position.


C-6a:
