Hauptaufgaben
In the capacity of a Transportation Operations Specialist executes all steps required to facilitate transportation and assists in the coordination and synchronization of operational aspects of movements of ammunition and ammunition related materiel within the Reserve Storage Activity, Miesau area of program responsibility. This involves arranging and controlling of inbound and outbound shipments of military cargo by military or commercial highway, rail, air, and sea.
Participates in transportation operation programming and implementation of short and long range planning to receive and process movement requests. Overviews the transportation operation of a variety of commodities, such as Ammunition, Arms and Explosives, oversize and overweight items, cargo requiring accessorial services such as the use of cranes/sideloaders, or perishables requiring reefer or chill van service. Screens requests for transportation of cargo from all US Army installations within area of responsibility. Plans and makes work assignments to military movement specialists, sets priorities, renders advice, assists in problem cases and provides instructions in the application of new or modified directives and regulations. Considering the capacity of military transporters, evaluates and recommends if commercial rail, highway or barge mode is to be utilized versus military highway or air transportation, considering priority movements, due date and other factors in regards to special rate moves.
Conducts internal studies of operational problem areas and trends to locate problems which may prevent timely or efficient and effective accomplishment of established program objectives. Screens and studies regulations, national and international transportation directives and procedural issues governing movement operations of hazardous materiel. Monitors the overall flow of transportation movement requests from the customer to the transporter. Evaluates weaknesses and inadequacies and renders operational assistance or takes corrective action as determined appropriate. Unresolved issues are raised to key staff to find and implement corrective measures through joint management effort.
Collects and consolidates statistical data relevant for the Traffic Management Reporting structure, as required by UR 55-3, App G. Evaluates such data and determines trends and workload fluctuations for discussion and decision on shifting manpower commensurate with these fluctuations. Recommends changes/updates for desk site Standard Operating Procedures (SOP) for movement control elements affected.
Works with/inputs commitment data into the Department of the Army Movement Management System (DAMMS). Basic training such as HazMat training as well as follow up training, customer visits and meetings requires duty travel.
Performs other duties as assigned.

C-6:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level IV: 1 year of creditable experience as defined in B below.
E&T Level V: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Applicants must be in possession of a German driver's license class B and able to obtain and maintain a military driver's license.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C1 required.

This is a permanent full-time position (38.5 hrs./week).
• If requirement exists, the incumbent of this position is obligated to perform TDY within and outside Germany, shift work, weekend and holiday work.
