Sachbearbeiter/in (Schulungswesen) (mwd) Oberammergau, Germany Ausschreibungsbereich WHO MAY APPLY: Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants who reside in Germany. Hauptaufgaben 1. Discipline and Requirements Management. Serves as the organization's expert advisor and lead analyst for the JT&F discipline, exercising responsibility for all related Department Head (DH) functions. a. Manages all aspects of the discipline, acting as the primary focal point for strategic engagement with HQ SACT, SHAPE J7, and other external NATO bodies. b. Plans, organizes, and leads the Annual Discipline Conference (ADC) to gather and analyze E&T requirements from the NATO command structure. c. Develops, authors, and finalizes the annual Discipline Alignment Plan (DAP), translating strategic guidance into actionable training objectives for the organization. d. Conducts comprehensive Training Needs Analysis (TNA) by researching and interpreting strategic documents, operational feedback, and conference outcomes to identify and mitigate deficiencies in NATO's training landscape. e. Provides authoritative advice and data-driven recommendations to senior NSO leadership on the long-term direction and resourcing of the JT&F curriculum. f. Performs quality assurance reviews of JT&F training solutions across the Alliance, providing feedback to ensure NATO-wide standardization and effectiveness. g. Develops research-based strategies for integrating new instructional technologies and methodologies into the discipline. 2. Program Analysis and Evaluation. Performs complex analytical studies to evaluate the effectiveness and efficiency of the JT&F discipline. a. Analyzes varied and often unrelated processes and methods related to course development, sustainment, and management to identify areas for improvement. b. Interprets considerable and sometimes conflicting data from student feedback, operational reports, and strategic guidance to identify programmatic risks and opportunities. c. Develops and presents detailed evaluation reports with recommendations for curriculum changes, resource allocation, and new course development to the Academic Curriculum Board. d. Uses significant discretion to interpret and adapt general NATO directives that are not always directly applicable to specific training situations. e. Monitors and reports on Key Performance Indicators (KPIs) related to the discipline's health and alignment with NATO goals. 3. Administrative and Staff Coordination. Performs administrative functions in support of the discipline. a. Manages all official staff actions and correspondence related to the JT&F program, ensuring timely and accurate communication. b. Coordinates with internal NSO departments (ACOPS, CJ-8) to ensure logistical and financial resources are aligned with program needs. c. Develops and maintains the official documentation for the discipline, including strategic plans, conference minutes, and historical records. Performs other duties as assigned. Qualifikationsanforderungen •Office automation skills required. C-7a: E&T Levels I and II: not creditable for positions in this occupational series E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 5 years of job related experience as defined below. E&T Level III B and C: 5 years of job related experience as defined below. E&T Level IV A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 4 years of job related experience as defined below. E&T Level IV D: 4 years of job related experience as defined below. E&T Level IV B and C: are not creditable for positions in this occupational series. E&T Level V: University or equivalent graduation with major study in a related academic field e.g., Wirtschaftswissenschaft, Betriebswirtschaft, or other related academic field; PLUS 3 years of job related experience as defined below. Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level. Job related experience: Experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy. Training: Selectee must complete mandatory training, as directed. LANGUAGE PROFICIENCY LEVEL: •English level C1 required according to the Common European Framework of Reference for Languages. As proof a current German residence permit must be presented. The failure to present a working permit will lead to the termination of employment during the probationary period or any time thereafter, when there is doubt that a working permit may be granted by the German authorities. •Must present either a valid Police Good Conduct Certificate from the local resident registration office or a valid NATO and/or National Security clearance on initial appointment or reappointment after a break in service of a period longer than 6 months. Costs for the certificates are not reimbursable.
