OverviewSev1Tech is looking for a Product Owner/Project Manager for the Naval Supply Systems Command (NAVSUP) Ordnance Information System (OIS) program to provide technical expertise on a mission-critical program whose purpose is to develop, modernize, enhance, operate, and maintain services for OIS mission critical systems.This role will be a key leadership role for the OIS Platform Team, leading solutions for the OIS AWS GovCloud Environment and DevSecOps (DSO) Pipeline Team. Your primary goal will be to provide vision and guidance for keeping each team on task in fulfilling their day-to-day responsibilities and meeting short/long term OIS product improvement goals.This role requires a strong mix of customer service skills and a detailed technical understanding of the domains supported by the team to define user stories, incorporate features into the backlog, and develop the roadmap in collaboration with the technical leads. This role must be able to effectively translate general business needs/ConOps defined by OIS stakeholders and customers into user stories that are well understood by the technical team.This position can be performed remotely; however, travel to customer site in Mechanicsburg, PA, and other locations will be required occasionally (~10% travel).Primary ResponsibilitiesEngage multiple roles and stakeholders in critical discussion, complex new product development discovery and building consensusAct as a product owner to maximize ROI and meet the organization objectives such as defining vision, managing product backlog, overseeing development stages, anticipating client's needs, evaluating product progress at each iteration, etc.Help identify and mitigate any external dependency risks in feature/product developmentWork with clients and end users to gather, understand, and define business requirementsDevelop user stories and to-be process flows to support the design and development of cloud and pipeline solutionsWork collaboratively with team members to design, test, and verify solutions that will meet business requirements and fulfill user storiesParticipate in key meetings with clients including requirement sessions, system demos, user acceptance testing, and end user trainingParticipate in sprint planning meetings and ongoing refinement of the product backlogLeverage knowledge of assigned applications and customer needs to collaborate with the team to establish the portfolio backlog and roadmapAct as the voice of the customer when the government product owner is unavailable to facilitate understanding of the user stories by the agile product teamsCoordinate with communication and training team members to ensure communication and training materials reflect the business needs being addressed by a changeManage risks, issues, change control and decision logs for the OIS Platform teamCommunicate and manage project status to the executive level, to include resource allocation/needs and tracking against key milestones and timelinesLeverage stakeholder relationships and technical expertise to enable or make key decisionsIdentify strategic milestones in concert with business and/or mission stakeholders and tie work packages to milestonesWork with OIS Release Train Engineer (RTE) and Scrum Master to gather, track, and incorporate into required documentation Agile team metrics from OIS’s work management tool, GitLab UltimateResponsibilitiesMust have DOD Secret level clearance to start; U.S. Citizen required only for Federal Clearance RequirementBachelor’s degree and at least 10 years’ experience; without a degree 4 additional years of experience would be required4+ years of experience as a Product Owner and/or Project Manager using SCRUM/KANBAN frameworks that follow agile principles, values, and practices, preferably within a SAFe organization4+ years of experience leading and supporting technical teams in cloudcentric environments, including handson work with AWS, CI/CD pipelines, DevSecOps practices, and the integration of these capabilities within Agile software development teamsAbility to juggle and prioritize multiple projects within a collaborative team environmentDemonstrates flexibility and willingness to do what it takes to get the job doneDemonstrated ability to communicate effectively both verbally and writingMust be a self-starter, strong leader, and have the ability to work independently with little supervisionQualificationsDesired Certifications: Security+, Project Management Professional (PMP) Certification and/or DAU Level III Project Management certification; Product Owner certificationNavy IT Program experienceLogistics experience, preferably DoDExperience managing large scale software development projectsEqual employment opportunity, including veterans and individuals with disabilities. #J-18808-Ljbffr
