WHO MAY APPLY?

Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.


Hauptaufgaben

Applies a wide range of real estate principles, concepts and practices in managing federally controlled and owned real property. Plans, prioritizes and schedules workload. Interprets policies and procedures applicable to assignment and management of space and facilities. Closely works with the RPAO who provides technical guidance and assistance on unusually complex assignments. Develops and maintains space utilization plans (current and long range) for all assigned installations. Inventories and identifies, by category, various types of space. Working with the Installation Master Planners, maintains currency of plans to include changes of facilities status consistent with Real Property Master Plan(s). Ensure availability of space plan(s) to appropriate tenants. Working with the Realty Property Accountable Officer, develops and implements the installation portion of the DA Facility Reduction Program. Identifies buildings for disposal and following DA guidelines, processes required paperwork for demolition to include extensive environmental and hazardous substances clearance procedures. Ensures properties are evaluated for historic value prior to demolition. Coordinates utility disconnections, hazardous material removal and other actions required for a safe and timely demolition. Relocates tenants as necessary.

Review and analyis of requests for space in a wide variety of general and specialized facilities:
Reviews specifications for adherence to specified space requirements. Provides assistance and advice to requesting tenants concerning such requirements as specifications, special equipment, and expanded or reduced space. Assigns or terminates space and facilities consistent with established requirements of organizational and installation efficiency, and consistent with available facilities and funds. Assures key control for all real property, and initiates statements of charge or reports of survey for lost keys or damaged real property. Conducts extensive inventories, utilization surveys and compliance inspections of Army owned or controlled space on property involving multiple client users. Accomplishes major, controversial and complex space assignments and reassignment programs and projects concerning high image activities, or relocation and consolidation. Presents and defends Directorate of Public Works' assignment plans, and effects the completion thereof. Researches and evaluates organizations needs using such tools as functions, staffing, visibility, etc. Assigns leased space to organizations providing services to tenants that require unusual or special needs such as simulators, ordinance, chemical, medical, and aviation activities. Determines and implements the most effective solution to satisfy space facilities needs of all activities. Analyzes space request for changes to RPI, and adjusts RPI Records to account for changes in occupancy. Develops documentation used to request changes at the appropriate level, as dictated by Delegation of Authority memoranda.

Real Property Accountability an Inventory Management:
Works with RPI program administrator on planning and execution of RPI inspections. Prepares and update the Inventory of Army Military Real Property in the General Fund Enterprise Business System (GFEBS). GFEBS system is comprised of buildings, structures, land and utility systems, equipment, projects and numerous other related items. Responsible for the accumulation, input and accuracy of all real property inventory data in GFEBS. Checks the accuracy of data furnished by other staff members. Establishes and maintains the Real Property Inventory and Building Information Schedule which are reports containing engineering and accounting data on facilities. Ensures that procedures relating to the transfer and acceptance of accountable real property are adhered to by reviewing all DD Form 1354's for accuracy (e.g. correct category codes, units of measure, etc.). Responds to inquiry regarding real property ownership of assets. Researches information to respond to inquiry. Responds to inquiries regarding real property assets database operations for the installation. Provides real property statistical data to other organizations on the installation as required. Ensures accurate maintenance of real estate records and reports. Schedules and conducts periodic physical inventories of real estate. Interprets and applies established real property regulations. Reviews and analyzes less complicated construction project files and extracts those capital increases and decreases to real property inventory. Determines construction categories of work and estimates quantities of units of measure, and costs when not clearly defined. Makes on-site inspection, measurements and computations to verify project content. Prepares brief description of capital increases/decreases for acceptance by the installation Real Property Accountable Officer (RPAO). Recommends assignments of facility numbers for buildings and structures. Processes routine reports as required. Utilizes US Army system of record, General Fund Enterprise business Systems, GFEBS, to effectively manage RPI.
Conducts studies, inspections and surveys as required by Executive Orders and DA regulations, or upon requests thru the chain of command. Participates in local joint surveys with other activities to promote maximum and economic utilization of space. Conducts on-site inspections of facilities. Inspects building and office areas to evaluate suitability of occupancy, considering such factors as air circulation, lighting, location, and size. Determines validity of proposed assignments, relocation planning, alternatives, etc. Measures or directs employees engaged in measurement of facilities to determine whether minimum space restriction can be met. Validates facility utilization against RPI to avoid or correct errors within records. Reviews real estate contracts for compliance with government specifications and suitability for occupancy of requesting tenant. Works with the installation master planners in developing long and short-range plans for installation buildings.

Performs other duties as assigned.


Qualifikationsanforderungen

C-7:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.
E&T Level III: 4 years of creditable experience as defined in B below.
E&T Level IV: 3 years of creditable experience as defined in B below.
E&T Level V: 2 years of creditable experience as defined in B below.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

Applicants must be in possession of a German driver's license class B.
Office automation skills are required.
Previous experience with GFEBS (General Fund Enterprise Business System) desired.

English Language Proficiency level B2 AND German Language Proficiency level B2 required.

The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).

Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
