This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany

EXTERNAL Local National Applicants, who reside in Germany.


Hauptaufgaben

Responsible for coordinating requirements developments for acquisition, management and administration and disposal of real property located in IMCOM-Europe countries which include Germany, Belgium, Netherlands, Italy, Poland, Romania, and Bulgaria. Provides expert advice, guidance, and assistance regarding Real Estate Requirements to US Army Garrisons on routine and extremely complex acquisition, management and administration and disposal issues. Reviews submissions for acquisition, management and administration and disposal of real estate and prepares requirement packages for approval. Obtains required approvals from IMCOM-Europe Command Group and HHQ. Transfers completed requirements packages to USACE, NAU for execution. Assignments typically involve complicated cases of particular interest and high impact to the government requiring the employee to possess extensive knowledge of Host Nation/US (HN/US) international agreements, and to exercise experience, judgment and ingenuity in resolving numerous problems. Conducts special studies on various acquisition and disposal issues that arise. Results are often be used to establish, modify or revise US Army in Europe policy, regulations, operating guidance and instruction in all technical phases of the real estate requirements development for the acquisition, management, administration, and disposal mission. Coordinates Economic Analysis (EA) for approval request packages. Evaluates and develops IMCOM-Europe position on requests for neighbor's consent or release of US controlled property. Supports USAREUR-AF strategic stationing efforts. Monitors execution of USACE and European Command (EUCOM) contract actions for timeliness. Monitors existing contracts and initiates timely action for approval regarding desired extensions, terminations, Congressional notifications and higher headquarters approvals as required. Coordinates alternate construction opportunities with stationing. Evaluates, discusses, and provides authoritative interpretation and clarification of international agreements, regulations, policies, programs, operating guidance and instructions, and procedures pertaining to the geographic area. Participates in administering the US Forces Restricted Area Program (Schutzbereichsprogramm) in Germany and provides specific guidance on issues encountered. Responds to all requests involving US Restricted Areas by German Agencies and coordinates each request with appropriate US agencies to ensure compliance with all regulations. Participates in resolution of encroachment problems with restricted areas. Develops, processes, and administers exterior protective or safety zones.
2. Serves as technical authority and staff action officer on matters related to the development, preparation, submission and monitoring of the US Forces Accommodation Program, as codified in the North Atlantic Treaty Organization, Status of Forces Agreement (NATO, SOFA) Supplementary Agreement under which accommodations required by the US Army and the US Air Forces in Europe (USAFE) area of responsibility are acquired both by rent-free and rent paid basis. Coordinates real estate support actions and approvals with appropriate internal IMCOM-E division staffs, USACE, EUCOM, USAREUR-AF, USAFE, HN parties at the municipal, agency, and ministry level, and relevant stakeholders. Provides expert technical assistance in particularly sensitive, complex, or controversial cases, and other situations requiring the direct involvement of IMCOM-Europe Directorate. Leads the computation of residual value of US investments and establishes appropriate reimbursement rates by comparison with prevailing rates for similar transactions. Requests detailed damage assessments from technical specialists as required. Directs site investigations, evaluations, inventories, and engages in similar quantitative and qualitative investigations and assessment activities. Prepares reports of findings and recommendations of appropriate action to be taken, counter proposal to be made, etc. Participates engages, and represents IMCOM-Europe in conferences, negotiations, hearings, etc., with HN officials and agencies at all levels and with US officials.
3. Responsible for leading the IMCOM-Europe, G-4 Real Estate Branch automation plan. Utilizes automated reporting system for directorate-wide use. Analyzes data to determine proper real estate requirement deadlines, resource distribution, etc. Initiates studies and develops and/or modifies automated reports to satisfy real estate requirements. Prepares a variety of one-time and recurring reports to monitor the status of various real estate actions.
Performs other duties as assigned.

C-7a:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level III: 4 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level IV: 3 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level V: 2 years of experience as defined in B below PLUS 1 year as defined in C below.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

Experience C: Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled. The experience must demonstrate thorough knowledge, sound judgment, personal initiative, and the ability to make sound decisions.


C-8:

* Applicant must be in the possession of a valid driver's license class B and must be able to obtain/maintain a military motor vehicle operator's license.

Position may be filled at the C-7A, or at the full performance level, C-08. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.

* Occasionally Temporary Duty Travel (TDY) required, up to 15%.
